Sourcing solid neoprene rubber sheets from China

Solid neoprene rubber sheets from China carry 2% UK duty across the relevant sheet and matting lines. Specify non-cellular material, compound and thickness tolerances; for skin-contact articles, confirm applicable UK REACH PAH restrictions with HSE. Cambridge China Bridge sources solid neoprene rubber sheets.

UK duty on solid neoprene sheet

Read from the UK Trade Tariff on 6 November 2026, heading 4008 covers plates, sheets, strip, rods and profile shapes of vulcanised rubber other than hard rubber. Solid neoprene sheet falls within the non-cellular branch. The table distinguishes sheet, roll and strip formats sharing a code from floor coverings and mats.

The supplied tariff record shows 2% duty for goods from China on both relevant non-cellular sheet lines, with no anti-dumping or countervailing duty, suspension or attached import control. This tariff position does not replace chemical compliance checks. REACH restrictions can limit, ban or condition the placing on the market or use of substances.

Confirm the commodity code using the material and supplied form. Cut gaskets and seals fall under heading 4016. See the wider rubber sheet and matting guide for related forms, and UK import duty and VAT for the calculation.

Specify the neoprene compound and sheet tolerances

State solid, non-cellular neoprene rather than sponge rubber. Ask the factory to identify the polymer formulation and any blend, then agree hardness, tensile strength, elongation, density, thickness, width, length, colour and surface finish against an approved sample and data sheet.

Specify hardness to ISO 48-4 and tensile strength and elongation to ISO 37. For outdoor use, agree ozone testing to ISO 1431-1. For sealing, agree compression-set testing to ISO 815-1. Ask for evidence supporting any flame-retardant claim for the intended application.

For articles with prolonged or repeated skin contact, confirm with HSE whether UK REACH entry 50 restricts the specified PAHs in the rubber parts. Agree testing for that intended use before production. A report for a different compound or colour should not be treated as evidence for the ordered material.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of solid neoprene rubber sheet under 4008 21 90 00, invoiced at £40,000 free on board, with £3,000 of freight and insurance to the UK. The customs value is £43,000. Duty at 2% is £860. Import VAT at 20% is charged on the customs value plus duty, £43,860, so it is £8,772. Import taxes total £9,632; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £860 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Compound: compare batch identification and test results with the approved formulation and data sheet; check hardness, tensile strength, elongation and density.

Dimensions: measure thickness across the width and along the roll, then check usable width, length, edge condition and the agreed tolerances.

Surface and packing: inspect for cracks, white bloom, strong odour, embedded debris and telescoping rolls; compare the delivered finish with the approved sample.

Application evidence: check the agreed ozone or compression-set results and relevant chemical reports against the supplied batch. Define the sampling and acceptance checks in your inspection brief.

What goes wrong

A sheet can match the sample colour while using a different polymer blend or heavier filler loading. Hardness alone may look acceptable while tensile strength, elongation or resistance falls short. Compare the complete agreed property set before accepting the batch.

Uneven thickness affects sealing and cutting, while bloom and distorted rolls complicate handling. On arrival, retain batch labels, photograph defects and measure affected material before processing it. Compare production samples with the approved sample rather than relying on the name neoprene.

Frequently asked questions

What is the UK import duty on solid neoprene sheets from China?

The supplied tariff record shows 2% duty for non-cellular sheet under 4008 21 90 00 and floor coverings and mats under 4008 21 10 00, with no anti-dumping or countervailing duty.

Is solid neoprene sheet the same as neoprene sponge?

No. Specify non-cellular sheet explicitly. Sponge is cellular rubber and uses a different tariff branch; check the supplied construction before confirming the code.

What should I put in a neoprene sheet specification?

State the compound and permitted blend, hardness, tensile strength, elongation, density, dimensions, tolerances and finish. Agree application tests and retain an approved sample.

Do solid neoprene sheets need PAH testing?

For articles with prolonged or repeated skin contact, ask HSE to confirm whether UK REACH entry 50 applies and which limits cover the specified PAHs, including any different limits for toys and childcare articles.
