Sourcing solid EPDM rubber sheets from China
Solid EPDM rubber sheets from China carry 2% UK duty across the relevant sheet and mat lines. Specify non-cellular EPDM, hardness and dimensional tolerances; for rubber components intended for prolonged or repeated skin contact, confirm applicable UK REACH PAH restrictions with HSE. Cambridge China Bridge sources solid EPDM rubber sheets.

UK duty on solid EPDM rubber sheets
Read from the UK Trade Tariff on 6 November 2026, heading 4008 covers plates, sheets, strip, rods and profile shapes of vulcanised rubber other than hard rubber. Solid EPDM sheet and strip fall within the non-cellular family; ordinary sheet uses 4008 21 90 00, while floor coverings and mats use 4008 21 10 00. The table separates purchase formats sharing a commodity code.
Both relevant lines carry 2% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspensions or attached import controls for these lines. Import VAT is normally 20%; see UK import duty and VAT.
Confirm the supplied form and intended use through finding your commodity code. Cut gaskets and seals belong under heading 4016 rather than the sheet heading. For the wider heading comparison, see solid neoprene rubber sheets.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Solid EPDM rubber sheet in rolls | 4008 21 90 00 | 2% | None |
| Solid EPDM rubber floor coverings and mats | 4008 21 10 00 | 2% | None |
Specify the EPDM compound and sheet tolerances
Write solid, non-cellular EPDM into the purchase specification. Agree hardness, tensile strength, elongation, density, thickness and width tolerances, colour and surface finish against an approved sample and compound data sheet. EPDM is used for weather and ozone resistance; specify the exposure conditions rather than accepting a generic outdoor-use claim.
For outdoor applications, agree ozone and heat-ageing tests and the properties to be checked afterwards. For compressed sealing applications, agree compression-set testing. Tell the supplier about contact with oils, fuels or cleaning chemicals and request application-specific compatibility evidence.
UK REACH restrictions can limit, ban or set conditions on substances. For rubber components in prolonged or repeated skin contact, confirm applicable PAH restrictions with HSE. Request reports tied to the supplied compound and intended application. For food-contact grades, confirm the applicable rules and supporting evidence with the relevant food-safety authority.
Worked duty example
Illustrative example, not a quote: 20 tonnes of solid EPDM rubber sheet, illustrative order under 4008 21 90 00, invoiced at £40,000 free on board, with £3,000 of freight and insurance to the UK. The customs value is £43,000. Duty at 2% is £860. Import VAT at 20% is charged on the customs value plus duty, £43,860, so it is £8,772. Import taxes total £9,632; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £860 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Compound: compare batch identification and test reports with the approved EPDM data sheet; check hardness, tensile strength, elongation and density.
Dimensions: measure thickness across the width and along the roll, then check width, length and strip edges against the agreed tolerances.
Performance: compare ozone resistance, heat ageing and compression set with the purchase specification where the application requires them.
Condition: inspect for cracks, surface bloom, strong odour, damaged edges and telescoped rolls; retain labelled batch samples. Arrange testing and certification support where needed.

What goes wrong
A sheet can match the sample colour while using a different polymer blend or heavier filler loading. Hardness alone will not establish the agreed compound performance. Compare the physical-property results and outdoor-resistance tests with the approved batch before accepting production.
Uneven thickness can leave sealing faces poorly compressed, while telescoped rolls and damaged edges waste usable material. Bloom and strong odour should trigger investigation against the specification; neither appearance nor smell replaces chemical testing for the intended use.

Frequently asked questions
What is the UK import duty on solid EPDM sheet from China?
The supplied tariff record shows 2% for ordinary non-cellular sheet and strip and for floor coverings and mats, with no listed anti-dumping or countervailing duty.
Is solid EPDM sheet the same as EPDM sponge?
No. Specify non-cellular material for solid sheet. Sponge is cellular rubber and belongs to a different tariff branch; do not accept it as a substitute.
What should I specify for outdoor EPDM sheet?
Agree the compound, hardness, dimensions, ozone resistance and heat-ageing performance. Request test results for the actual production compound rather than relying on an outdoor-use description.
Does cutting EPDM sheet into gaskets change its code?
Cut gaskets and seals belong under heading 4016 rather than heading 4008. Confirm classification for the finished article before shipment.
