Sourcing resin and plastic planters from China

Plastic and resin planters from China pay 6% UK duty, while ceramic pots and concrete or fibre-cement planters pay 0%, with no anti-dumping duty. The material decides the code, so resin and stone-look planters need a clear composition. UV stability, frost resistance, wall thickness and drainage decide returns. 6% or 0% by material

Read from the UK Trade Tariff on 26 September 2026, plant pots of plastics, classified as household articles of plastics, carried 6% duty on goods from China, while ceramic pots of porcelain, stoneware or common pottery and articles of concrete or artificial stone carried 0%, with no anti-dumping measure. Polyresin and fibreglass planters are classified by the material that gives them their character: mainly plastic resin means the plastics rate, mainly mineral filler bound in cement or stone can mean heading 6810. Give the factory's composition to the broker and confirm the commodity code, or ask HMRC for an advance ruling on a new range.

Outdoor performance and product safety

Outdoor planters are judged on how they age. Plastic and resin need UV stabilisers, and a factory can show accelerated weathering results to ISO 4892-2 with colour change graded on the ISO 105-A02 grey scale; glazed ceramics need frost resistance if sold for outdoor use, shown by freeze-thaw cycling of samples; and large planters need wall thickness and ribbing that stop them bowing when filled with wet compost. Drainage holes, or knock-outs that the customer can open, should be in the specification.

Planters sold to consumers are covered by the General Product Safety Regulations 2005, so tall or heavy planters need stable bases and hanging planters need tested fixings. Recycled plastic claims should be backed by the supplier's certification. Our planters, seed trays and garden accessories checklist covers nursery trays and nested packing, and the artificial flowers guide and garden tools guide cover the rest of a garden range.

Worked duty example

Take a hypothetical order of 4,000 large plastic planters, entered under 3924 90 00 90: £24,000 free on board plus £6,000 of freight and insurance gives a customs value of £30,000. The 6% duty on plastic planters comes to £1,800, and import VAT is 20% of £31,800, which is £6,360. If you are VAT-registered you normally reclaim the £6,360, leaving £1,800 as the real cost at the border. Glazed ceramic pots of the same value under 6914 90 00 90 would pay 0%, so the material changes the landed cost as well as the look. Step by step: UK import duty and VAT.

What goes wrong

Planters fail in the first season outside. Colours fade or chalk within months because UV stabiliser was left out, thin plastic walls bow and crack when filled with wet compost, and resin planters split along mould lines in frost. Glazed pots craze or flake after freezing because the body absorbs water, drainage holes are missing or too small, painted stone-look finishes rub off, and nested pots arrive stuck together, scuffed or broken because the packing was not trialled.

Ask for accelerated weathering results for the exact colour and material, measure wall thickness and fill a sample with wet compost to check for bowing, freeze-thaw test glazed and resin samples, check drainage, rub-test decorative finishes, drop-test and un-nest a packed carton, and approve colour against a physical standard for each batch.
