Safety
Garden hand tools must be safe under general product safety law: blades should come with guards or sheaths, locking catches on pruners should hold, and axe heads must not loosen. Children's garden tool sets may count as toys; the toy safety guide explains the test.
Materials and finish
Specify steel grade and hardness, heat treatment, handle material (ash, fibreglass or steel), fixing method, coating and weight. Ask for a load or bend test on spade and fork shafts, and test cutting on samples of secateurs.
Worked duty example
Illustrative example, not a quote: 3,000 pairs of bypass secateurs under 8201 50 00 00, invoiced at £4,500 free on board, with £450 of freight and insurance to the UK. The customs value is £4,950. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £4,950, so it is £990. What goes wrong
Garden tools fail where the steel meets the handle. Spade and fork sockets split or the rivets shear when levered in clay; wooden shafts from the wrong timber or with cross grain snap; rake tines bend on stones if the steel is too soft. Secateurs go blunt quickly when the blade is not hardened, and the springs and catches break first.
At inspection, lever-test a spade or fork against a fixed bar, check that the socket and rivets are tight, look for straight grain on wooden shafts, cut a test stem with secateurs, and cycle the spring and safety catch. Check coatings for runs and bare patches that will rust.
