Zero duty

Read from the UK Trade Tariff on 25 September 2026, files and rasps, pliers including cutting pliers, pincers and tweezers, metal-cutting shears, and pipe cutters, bolt croppers and perforating punches of heading 8203 carried 0% duty on goods from China, with no anti-dumping measure.

Standards for pliers and insulated tools

Pliers and nippers are specified in the ISO 5743 and ISO 5744 to 5749 family, which set dimensions, cutting tests and hardness for general-purpose, long-nose and cutting pliers. Tools marketed as insulated for live working up to 1,000 V AC must be designed and tested to BS EN IEC 60900 and marked with the double triangle symbol; ask for the test report for each tool type, not a certificate for one model.

Consumer tool sets are covered by general product safety law, and handles in prolonged skin contact should be screened for PAHs and phthalates under UK REACH.

Worked duty example

An invented example rather than a quote: 15,000 pairs of combination pliers, commodity code 8203 20 00 00, bought for £18,000 free on board, with £1,500 of freight and insurance, so £19,500 is the value customs works from. No duty is due on pliers; import VAT at 20% of £19,500 is £3,900. If you are VAT-registered, that VAT is normally reclaimable. See calculating UK import duty and VAT for the method.

What goes wrong

Pliers fail at the joint and the cutting edge. Joints that are loose or rough make the jaws misalign, cutting edges that are not induction hardened chip or roll on the first hard wire, and cheap forgings crack at the pivot. Insulated handles may be dip-coated without the tested layers, so they crack or fail a voltage test, and files blunt quickly when the teeth are soft.

Cut test wire of stated hardness and inspect the edge, check jaw alignment and joint play, measure hardness on samples, check that insulated tools carry the right marking and pass a dielectric test on samples, and at inspection check finish, handle grip adhesion and card or blister packaging.
