Sourcing manicure sets and nail clippers

2% duty

Read from the UK Trade Tariff on 26 September 2026, manicure or pedicure sets and instruments, including nail files, carried 2% duty on goods from China, with no anti-dumping measure. Heading 8214 also covers pencil sharpeners and letter openers, and cleavers and other cutlery, at the same 2%. Tweezers and nail scissors bought on their own are classified elsewhere at 0%, and electric nail drills are electrical appliances, so check the commodity code for each line.

Steel, finish and cleaning

Clippers and nippers need a hardenable stainless steel, typically a martensitic grade such as 410 or 420, heat-treated so the edges hold without chipping; carbon steel with chrome plating is cheaper but rusts once the plating is scratched. Ask for the steel grade and hardness in the specification, and check that jaws meet along their whole length.

Salons clean and sterilise tools between clients, so professional ranges must survive repeated disinfection and, if claimed, autoclaving without rusting or losing their temper. Consumer sets are covered by the General Product Safety Regulations 2005, so sharp tips need caps and cases need to close securely. Worked duty example

An invented example rather than a quote: 20,000 six-piece manicure sets in zip cases, commodity code 8214 20 00 00, bought for £30,000 free on board, with £1,500 of freight and insurance, so £31,500 is the value customs works from. Duty at the 2% rate for manicure sets is £630. VAT at 20% applies to £32,130, so £6,426. A VAT-registered buyer usually recovers the VAT, so the border adds £630 to the landed cost. Scissors in a set usually follow the set's classification; bought loose, nail scissors of heading 8213 would pay 0%. See calculating UK import duty and VAT for the method.

What goes wrong

Manicure tools fail on edges, alignment and rust. Clipper jaws do not meet, so they tear nails instead of cutting, nipper springs weaken or snap, and soft steel dulls after a few uses while over-hardened edges chip. Plating flakes and rust spots appear after the first wash, stainless claims turn out to be plated carbon steel, and zip cases arrive with missing or swapped pieces.

Check jaw alignment and cutting on test material, cycle springs and hinges, measure hardness on samples from each batch, run a salt spray or wet-storage test for rust, test that professional tools survive the disinfection or autoclave cycle you will claim, and count and match the pieces in every set against the packing list.
