Sourcing bolt cutters from China

Manual bolt cutters from China carry 0% UK duty, so the duty range for this family is 0%. For consumer sales in Great Britain, the importer must ensure the tools are safe in normal or reasonably foreseeable use. Specify cutting capacity against material hardness, not diameter alone. Cambridge China Bridge sources bolt cutters.

Bolt cutters: zero duty

Heading 8203 covers several hand-tool families. Manual bolt cutters, also called bolt croppers, fall within 8203 40 00 00 alongside pipe cutters, perforating punches and similar tools. The table shows bolt-cutter variants within that same commodity line, rather than separate tariff subdivisions.

Read from the UK Trade Tariff on 19 October 2026, the supplied tariff record shows 0% duty for goods from China under this line, with no anti-dumping or countervailing duty, suspension or attached import control. Import VAT is separate from customs duty.

Confirm the actual tool's commodity code before ordering. For the other tool families within this heading, see pliers and cutting hand tools.

Specify cutting capacity and jaw geometry

State the intended material, its hardness and the maximum diameter to be cut. Agree the jaw geometry, handle length, opening, head clearance and whether replacement jaws are supplied. Ask the factory to identify the jaw steel, heat treatment, target hardness and adjustment method. Approve a sample using the material your customers will actually cut.

For consumer sales in Great Britain, the importer must ensure the product is safe in normal or reasonably foreseeable use. Agree instructions that explain cutting limits, pinch points and precautions against flying fragments. Packaging and instructions must communicate potential risks and how consumers can avoid or lessen them.

Worked duty example

Illustrative example, not a quote: Illustrative mixed batch of manual bolt cutters for a tool retailer; values are illustrative, not a quotation under 8203 40 00 00, invoiced at £18,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £19,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £19,500, so it is £3,900. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Cutting: cut the agreed material at its specified hardness and diameter, then check the edges for chipping, rolling and permanent jaw movement.

Jaws and pivots: check blade alignment, closing gap, adjustment, pivot play and smooth opening against the approved sample.

Handles and finish: check handle straightness, grip attachment, burrs, coating coverage and rust; repeat the cutting test after operating the mechanism.

Instructions and packing: compare stated cutting capacity with the test results, check that safety precautions are clear, and inspect head protection and carton packing. Agree the scope through quality inspection.

What goes wrong

A diameter claim without material hardness can give a misleading cutting capacity. Soft edges roll, brittle edges chip, and loose pivots let the blades move apart under load. A tool can cut the factory's soft test wire yet fail on the buyer's intended stock.

Lock the test material and acceptance criteria into the order. Keep the approved sample for comparison, test finished tools from the production batch, and investigate changed steel or heat treatment before accepting replacements.
