Duty and food-contact import controls

Read from the UK Trade Tariff on 3 October 2026, heading 3924 covers plastic tableware, kitchenware, other household articles and hygienic or toilet articles. This guide concerns chopping boards within kitchenware. The table repeats the ordinary kitchenware code for different resin specifications. See homeware and kitchenware for the wider range.

The relevant chopping-board lines carry 6% duty for goods from China, with no listed anti-dumping or countervailing duty and no suspension. The tariff attaches a declaration-of-compliance entry restriction to other plastic kitchenware; confirm the required document with your customs broker. For polyamide or melamine kitchenware from China, official guidance requires a consignment declaration and laboratory report covering primary aromatic amines and formaldehyde.

For those controlled consignments, pre-notify the competent authority at least two working days before arrival and arrange entry through a designated border control post. Agree the route with your broker before shipment. Give the broker the complete board composition, including food-contact inserts, to confirm the commodity code.

Specify the resin and washing conditions

Specify polyethylene, polypropylene or another named resin rather than accepting 'food-grade plastic' as the whole description. Record the composition of the cutting surface, coloured layers, handles and grip inserts. Ask for food-contact compliance documents and supporting test reports that identify the supplied material and colour.

Agree dimensions, thickness, flatness, surface texture, juice grooves, hanging holes and edge finish. State the intended foods and washing method. If dishwasher suitability is claimed, agree a washing trial on finished samples and check for bowing, cracking, colour change and loose grips afterwards.

Worked duty example

Illustrative example, not a quote: Illustrative order: 2,000 polyethylene chopping boards under 3924 10 00 90, invoiced at £7,000 free on board, with £600 of freight and insurance to the UK. The customs value is £7,600. Duty at 6% is £456. Import VAT at 20% is charged on the customs value plus duty, £8,056, so it is £1,611.20. Import taxes total £2,067.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £456 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Material and documents: compare resin, colour and component details against the approved sample and the accompanying reports.

Flatness and grip: place boards on a flat worktop, check rocking and test slipping under the agreed wet-use conditions.

Cutting surface: check for sharp moulding flash, pits, cracks and loose particles; trial knife use on an agreed sample.

Washing and packing: repeat the agreed wash trial, check grip attachment and inspect cartons for scuffing, distortion and colour mixing.

What goes wrong

Watch for boards that rock on the worktop, bow after washing, shed material during cutting or lose their grip inserts. A changed resin or colour formulation can also leave the supplied reports describing a different product. Keep an approved finished sample and make substitutions subject to buyer approval.

Shipment paperwork can fail when a generic report is used for a different board or the polyamide and melamine controls are overlooked. Check documents before dispatch and inspect the finished batch. See quality inspection.
