Duty on plastic household waste bins

Read from the UK Trade Tariff on 29 September 2026, heading 3924 covers plastic tableware, kitchenware, other household articles and hygienic or toilet articles. For ordinary plastic household waste bins, the relevant candidate is 3924 90 00 90, described as other articles. The table shows different bin designs under that same commodity line.

Goods from China on this line carry 6% duty. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or attached import control for this line. Other lines within the heading cover kitchenware and ironing boards; their measures should not be applied to household waste bins.

Give your customs broker the material composition, photographs and intended use, then confirm the commodity code. Specify the body, lid and nesting

Specify the resin, permitted recycled content, colour reference, wall thickness, capacity, external dimensions and base shape. Define the lid design, hinge attachment, bag-retaining rim and removable liner. Check that your intended bin bag fits without slipping and that a loaded liner can be lifted out without catching.

Consumer bins sold in Great Britain must be safe under the General Product Safety Regulations 2005. Assess sharp moulding edges, finger traps around hinges and stability while opening the lid. Agree practical tests with the supplier using the intended load and handling conditions.

Approve a packed sample as well as an assembled bin. Define nesting depth, separators, lid packing and protection for rims. Trial unpacking to check that nested bodies separate without distortion or surface damage.

Worked duty example

Illustrative example, not a quote: Illustrative order: 2,000 nesting plastic household waste bins under 3924 90 00 90, invoiced at £7,000 free on board, with £600 of freight and insurance to the UK. The customs value is £7,600. Duty at 6% is £456. Import VAT at 20% is charged on the customs value plus duty, £8,056, so it is £1,611.20. Inspection checklist

Body: check dimensions and wall thickness against the approved sample; inspect the rim, base and handle attachments for cracks, sharp flash and distortion.

Lid and liner: operate the lid repeatedly, check hinge retention and closure, and remove the liner with the intended load.

Stability and handling: check rocking on a flat surface, tipping during opening and lifting with the agreed load.

Packing: unpack nested bodies, check scuffs and trapped lids, and compare carton contents and colour with the approved specification. Use an agreed inspection checklist.

What goes wrong

Thin rims distort during nesting, lids no longer sit flat, hinge pins pull out and liners jam when loaded. Rough moulding edges can tear bags. A sample checked empty may hide a weak base or handle attachment.

Keep an approved assembled sample and a packed sample. Agree checks for lid fit, loaded handling and unpacking before production, then repeat them on shipment samples and on arrival. Record defects before distributing the stock.
