Printing plates and platemaking kit from China

Read from the UK Trade Tariff on 27 September 2026, machinery, apparatus and equipment for preparing or making plates, cylinders or other printing components, their parts, and plates, cylinders and other printing components, heading 8442, carried 0% on goods from China on all three lines, with no anti-dumping measure.

Printing presses are classified under heading 8443, and unexposed photographic plates under chapter 37 (see our photographic film guide). Confirm the commodity code from whether the plate is already prepared for printing or is a light-sensitive plate.

Machinery and laser safety

Plate setters and processors placed on the UK market must meet the Supply of Machinery (Safety) Regulations 2008 or the electrical equipment rules as applicable, with a declaration of conformity, marking and instructions in English. Computer-to-plate setters use lasers, so ask for the laser classification to BS EN 60825-1.

Plate processing chemistry and plate waste are hazardous substances at work and in disposal, so ask for safety data sheets and plan waste handling with your supplier.

Specifying plates

Specify plate technology (thermal, violet, UV or processless), gauge and sizes to fit your press, resolution and screening range, run length, sensitivity and the plate setter and processor they must work with, chemistry, and packing with interleaving. For flexo plates, specify thickness and hardness; for gravure, cylinder dimensions and engraving.

Worked duty example

For a made-up shipment of 20,000 square metres of thermal CTP offset plates under 8442 50 00 00, add the £3,000 of freight and insurance to the £58,000 free-on-board price and customs sees £61,000. Duty on offset printing plates is zero, leaving import VAT of £12,200, 20% of the customs value. For a VAT-registered buyer that is a cash-flow cost rather than a lasting one. Inspection checklist

Dimensions and flatness: measure sampled plates for size, gauge and squareness against the press specification, and check edges and punching.

Imaging trial: image and process sample plates on your own setter and check dot reproduction across the tonal range, resolution and background cleanliness, then run them on press for the agreed impressions.

Coating and packing: check coating uniformity and scratches, check interleaving and moisture protection in the packs, and check batch numbers and expiry dates.

What goes wrong

Printing plates fail on coating, sensitivity and handling. Coating varies between batches so exposure settings drift, plates do not suit your setter's laser or your processor's chemistry, run length falls short, and plates arrive scratched or damp because packing was poor.
