How to export printing machinery from the UK to China
Match the machine to its Chinese tariff line and check whether its model falls within CCC certification before shipment. Duty varies by line, and import VAT affects the buyer’s landed cost. Cambridge China Bridge’s own staff in China find and check Chinese importers and distributors for UK brands.

Choose the route for the exact machine
Printing and bookbinding machinery requires model-specific checks because some products fall within the CCC catalogue. Separate complete machines from parts when preparing specifications for your Chinese buyer.
The figures below cover UK exports under HS 8440-8443 (18 subheadings). HMRC recorded £64.4m of UK goods exports to mainland China under 18 HS6 subheadings in 2025 (2024: £66.2m, -2.7%). Exports to Hong Kong under the same codes were £10.0m. January to July 2026: £33.2m against £37.9m in the same months of 2025 (-12.3%).
Within that scope, the largest UK export line was 84439910, electronic assemblies for printers, copying machines and facsimile machines, at £18.2m. That is a commodity-line total, rather than sales of a particular machine or brand.
Resolve CCC certification before committing stock
The CCC reference table includes computer-connected printing equipment, multifunction printers and copiers, and fax machines. It identifies third-party certification or self-declaration routes for the first two groups, and third-party certification for fax machines. Have the buyer resolve the exact model’s coverage and applicable route before shipment. Where certification approval is required, plan for months, not weeks; the Chinese authority decides.
Price against the Chinese tariff line
The listed MFN rates differ within this range. Binding machinery reaches 12%, many printing presses carry 10%, and the listed printer and printer-parts lines carry 0%. Use the Chinese tariff line agreed for the actual goods when negotiating a price; a UK export code alone is insufficient.
Import VAT has a standard rate of 13%, subject to statutory exceptions. Its base is the customs value plus customs duty plus consumption tax. The importer’s customs broker or adviser confirms whether consumption tax applies to these machines. Duty and VAT add to landed cost and therefore affect the price your buyer can offer.

Prepare the UK declaration around the shipment
For exports from England, Scotland or Wales, obtain a GB EORI and classify the machine or parts correctly. The online export declaration needs the commodity code, value, weight, packaging, destination, transport and invoice and packing-list references. Give the carrier the invoice and any applicable export licences or certificates. Keep model descriptions consistent across the specification, invoice and declaration instructions.
Use retail e-commerce only for eligible products
The retail import list includes 84433110 and 84433190 multifunction machines, excluding products listed in the dual-use items and technology import/export licence catalogue. It also includes 84433212 laser printers, 84433213 inkjet printers, 84433219 other printers and 84433221 digital inkjet printing machines. This is partial coverage; it does not provide a retail route for every press or binding machine.
Listed goods entering through bonded 1210 or direct 9610 channels are supervised as personal-use articles and may not be resold. The limits are RMB 5,000 per transaction and RMB 26,000 annually per person. The overseas business must appoint a mainland-registered company for customs registration, truthful declarations and shared civil liability. These restrictions matter when a prospective buyer proposes retail e-commerce for distributor stock.

Check the buyer before signing or shipping
Ask a prospective buyer which models it wants, which Chinese tariff lines it proposes and how it will handle any CCC requirement. Our own staff in China find and check Chinese importers and distributors for UK brands. If an importer has already approached you, our staff in China check that company before stock is sent or anything is signed.
We prepare registration and label work with licensed partners in China. The importer of record and any required cross-border e-commerce agent remain with licensed partners in China, and the brand’s own filings remain the brand’s. We check with licensed partners. Use our export-to-China service to arrange the buyer checks and preparation.
Frequently asked questions
Does my printing machine need CCC certification for China?
Some do. The reference table covers computer-connected printing equipment, multifunction printers and copiers, and fax machines. Resolve the exact model’s scope and certification route with the buyer before shipment.
What duty applies to a bookbinding machine?
The listed MFN rates are 10% for Chinese tariff line 84401010 and 12% for 84401020 and 84401090. Bookbinding parts under 84409000 carry 8%. Import VAT also affects landed cost.
Can I export printer parts at zero Chinese duty?
The listed Chinese tariff lines under 844391 and 844399 have MFN rates of 0%. Match the actual part to its Chinese line; a zero duty rate does not remove import VAT.
Can a Chinese distributor import my printers through retail e-commerce?
Only certain printer lines appear on the list, and goods imported through this route are for personal use and may not be resold. It is unsuitable for importing stock for onward distribution.
