Sourcing petrol brushcutter engines from China
Petrol brushcutter engines up to 250 cm³ generally carry 2% UK duty from China; specified manufacturing engines may qualify for 0% under authorised use. Confirm engine type-approval and approval-marking requirements for new brushcutters sold in Great Britain with the relevant approval authority. Cambridge China Bridge sources petrol brushcutter engines.

Brushcutter engine duty and manufacturing relief
Read from the UK Trade Tariff on 1 October 2026, heading 8407 covers spark-ignition reciprocating or rotary internal combustion piston engines. This guide concerns separately supplied petrol brushcutter engines. For the wider heading, see petrol lawnmower engines. The table separates engine options that can share a commodity code.
The selected lines carry 2% duty from China, with no anti-dumping or countervailing measures and no attached import controls in the supplied tariff record. Code 8407 90 10 10 has a 0% suspension under authorised use for the specified garden-equipment manufacture, subject to customs supervision and the recorded exclusion for mixtures, preparations or products made up of different components containing these products. The other selected lines have no suspension.
Do not assume that every small engine fits a named manufacturing line. Code 8407 90 10 40 has conditions covering power, displacement, operating speeds, tank capacity and intended manufacture. Confirm the commodity code against the full specification and intended use. Ask your broker to confirm eligibility before claiming manufacturing relief.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Two-stroke brushcutter engines up to 250 cm³, outside the named power-unit line | 8407 90 10 90 | 2% | None |
| Four-stroke engines up to 250 cm³ for specified garden-equipment manufacture | 8407 90 10 10 | 2% | None |
| Specified two-stroke garden-machinery power units, over 24 cm³ up to 30 cm³ | 8407 90 10 40 | 2% | None |
Specify the engine, clutch and intended use
Specify the combustion cycle, displacement, rated power and its test speed, cooling arrangement, engine weight, mounting pattern, clutch drum interface and drive-shaft connection. Agree the carburettor, air filter, recoil starter, fuel tank, throttle linkage and stop-switch wiring. For engines requiring a fuel mixture, obtain the supplier's written mixing instructions.
State whether the engines are for new brushcutter assembly or replacement stock, and identify the receiving machine. Confirm engine type-approval and approval-marking requirements for new non-road mobile machinery sold in Great Britain with the relevant approval authority. Ask for the approval certificate and label photographs for the supplied configuration. Arrange testing and certification checks before accepting an unfamiliar approval document.
Ask whether the engine is supplied as partly completed machinery. If it is, it must be accompanied by a declaration of incorporation and assembly instructions. Agree installation and service instructions in English, spare-part identification and how production changes will be approved.
Worked duty example
Illustrative example, not a quote: 150 petrol brushcutter engines; illustrative order, not a quotation under 8407 90 10 90, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 2% is £184. Import VAT at 20% is charged on the customs value plus duty, £9,384, so it is £1,876.80. Import taxes total £2,060.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £184 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match engine models, approval markings and batch records to the agreed documents; check the received stock against the inspected samples.
Fit: measure mounting holes and clutch interfaces, then trial-fit the engine to the intended brushcutter. Check shaft engagement, cable travel and access to the air filter.
Running: on a guarded test rig, check cold starting, warm restarting, stable idle, throttle response and stopping. Record power at the agreed speed and inspect for fuel leaks after running.
Packing and spares: check cracked tanks, damaged starter housings, loose fasteners, protected connections and the agreed spare parts. Use the same acceptance checklist before shipment and on arrival; see quality inspection.

What goes wrong
A similar-looking engine can have a different clutch interface or mounting pattern. A carburettor substitution can change starting and idle behaviour, while an advertised power figure without its test speed makes comparison unreliable. Freeze the approved sample and component list, then investigate any production difference before accepting the batch.
A document for another engine configuration leaves approval unresolved. Keep affected stock on hold while you check the certificate against the markings and supplied parts. Do not assume that selling an engine as a spare automatically settles its approval position, or that a manufacturing suspension covers ordinary replacement stock.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For machinery and equipment, see machinery imports.
Frequently asked questions
What is the UK import duty on petrol brushcutter engines from China?
The selected small-engine lines carry 2%. Code 8407 90 10 10 has a conditional 0% authorised-use suspension for specified manufacture. No anti-dumping or countervailing measures are recorded.
Do petrol brushcutter engines need emission approval?
Check the certificate and engine label before ordering for new brushcutter assembly.
Will a replacement engine fit my brushcutter?
Check mounting holes, clutch drum interface, shaft connection, throttle linkage and stop-switch wiring. Trial-fit the approved sample to the actual receiving machine.
What documents accompany a partly completed engine?
If supplied as partly completed machinery, it must come with a declaration of incorporation and assembly instructions. Separately request service information and the relevant engine approval documents.
