UK duty on folding medicine cartons

Heading 4819 covers paper and paperboard packing containers and related articles. This guide concerns empty, non-corrugated paperboard folding medicine cartons under 4819 20 00 00. The table shows different uses of that same tariff line, rather than different commodity codes. For transport packaging, see corrugated shipping cartons.

Read from the UK Trade Tariff on 7 October 2026, the supplied records show 0% duty for goods from China throughout the heading, including folding medicine cartons. They record no anti-dumping or countervailing duty, suspensions or attached import controls for this line. Import VAT is 20%; see UK import duty and VAT.

Confirm the commodity code against the actual construction and goods being imported. Ask the relevant authority or your customs broker whether UK timber due diligence rules cover these paperboard cartons, including how bamboo-based or recovered materials affect the assessment and who would be responsible. Ask for pulp origin, species and country of harvest. Confirm with the relevant packaging authority whether UK packaging producer responsibility obligations apply; obtain material weights from the factory.

Specify the board, artwork and medicine pack fit

Give the factory a cutting and creasing drawing, internal dimensions, board grade and thickness, grain direction, surface finish and glue positions. Supply the actual bottle, blister pack or tube and leaflet for assembly trials. Confirm that the carton opens, fills and closes on your packing equipment without catching the contents or damaging the leaflet.

Use artwork released by the buyer’s medicines team, with a clear revision identifier. The medicine name must appear in Braille on the labelling. For new UK medicine packs, the ‘UK Only’ statement must be printed directly onto the packaging. Agree the Braille layout and keep clear areas for batch and expiry printing. Check embossed samples against the buyer’s master before bulk production.

Worked duty example

Illustrative example, not a quote: Illustrative order of 5,000 printed folding medicine cartons under 4819 20 00 00, invoiced at £5,000 free on board, with £700 of freight and insurance to the UK. The customs value is £5,700. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,700, so it is £1,140. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Artwork: compare every panel with the released master, including medicine name, strength, warnings, language and revision. Keep different medicines and strengths physically separated during checking.

Braille and print: check dot formation and position against the master, printed text legibility, colour registration, barcode scanning and resistance to rubbing.

Assembly: erect cartons with the actual contents and leaflet; check fold cracking, glue adhesion, flap closure and feeding through the packing equipment.

Arrival condition: check for dampness, odour, mould, crushed edges and warped blanks. Reconcile bundle identities with the order and retain samples for quality inspection.

What goes wrong

A visually matching board can crease differently, crack at folds or jam during feeding. Embossing can flatten in transit, glue can contaminate the inside, and a coating can prevent batch printing from adhering. Test the finished carton with the actual packing and coding equipment, rather than approving a flat print proof alone.

Artwork mix-ups can put the wrong strength or language on an otherwise usable carton. Require the factory to segregate artwork versions and bundles, reconcile printed stock and identify each shipment clearly. Keep a signed physical master and investigate any discrepancy before releasing cartons to packing.

Frequently asked questions

What is the UK import duty on medicine cartons from China?

Non-corrugated folding paperboard cartons under 4819 20 00 00 carry 0% duty in the supplied tariff records, with no trade remedies recorded. Import VAT is 20%.

Do medicine cartons need Braille?

Official guidance says the medicine name must appear in Braille on the labelling. Give the carton factory the buyer’s released Braille master and check embossed samples before production.

Can I use the same carton for UK and overseas medicines?
