Duty on the paperboard outer carton
Heading 4819 covers paper and paperboard packing containers and certain office storage articles. This guide covers the outer carton of a bag-in-box pack. Corrugated cartons and non-corrugated folding cartons have different codes. Repeated codes in the table identify formats within the same tariff line. The table does not classify plastic liners, taps or filled packs.
Read from the UK Trade Tariff on 30 September 2026, the supplied heading 4819 lines all carry 0% duty for goods from China. The supplied record lists no anti-dumping or countervailing duties, suspensions or attached import controls. Import VAT is 20%; see import duty and VAT.
Confirm the commodity code using the board construction, assembled sample and exact shipment contents. Tell your broker whether liners and taps are supplied with the cartons. For the wider heading, see corrugated shipping cartons.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Corrugated bag-in-box cartons with tap openings | 4819 10 00 00 | 0% | None |
| Non-corrugated folding bag-in-box cartons | 4819 20 00 00 | 0% | None |
Specify the carton around the filled bag and tap
Give the factory the filled bag shape, intended contents, filling method and dispensing position. Specify internal dimensions, board composition, corrugated flute where applicable, liner finish, seams, bottom closure, handle reinforcement and tap retention. Approve an assembled sample with the actual bag and tap, checking that folds and cut edges do not pinch or rub the liner.
Agree tap-hole position, opening direction, perforations, artwork and packing orientation. Check that the tap remains accessible as the bag empties and that the carton supports the intended stacking arrangement. Packaging must use the minimum weight and volume needed to keep the product safe and hygienic.
Check whether packaging producer responsibility applies to your business and obtain material weights; see packaging responsibility. For virgin-fibre board, ask the relevant authority or customs broker whether timber due diligence applies before placing it on the Great Britain market. Request pulp sources, species and harvest countries. Specify separately whether the order includes food-contact liners and taps, and request evidence of suitability for their intended use.
Worked duty example
Illustrative example, not a quote: 5,000 corrugated bag-in-box cartons, illustrative order only under 4819 10 00 00, invoiced at £4,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £5,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,200, so it is £1,040. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Fit: assemble production cartons with the actual filled bag; check clearance, closure and contact between the liner and cut edges.
Dispensing: open the perforated panel, seat the tap and dispense contents; check retention, access and deformation around the opening.
Strength: lift and stack filled samples as agreed; check handle tearing, base sag, seam separation and crushed board.
Arrival condition: check dampness, mould, crushed blanks, print rubbing and mixed artwork. Record findings against the agreed quality inspection brief.

What goes wrong
A carton that fits an empty liner may bulge when filled. A misplaced opening can pull the tap sideways, while rough cut edges can rub the bag during handling. Test assembly, filling, lifting and dispensing together before approving production.
Weak handle reinforcement or a poorly bonded seam can fail under the filled load. Damp board loses stiffness, and substituted board can change how perforations open. Retain the approved assembled sample and material specification, and investigate changes before accepting the shipment.
