Mailing tube construction and UK duty

Heading 4819 covers paper and paperboard packing containers alongside office and shop storage articles. This guide concerns finished mailing containers for rolled posters, prints and documents. The table shows variants using the other packing containers line, 4819 50 00 00, subject to confirmation against the finished product. Repeated codes represent formats within the same tariff line. For the wider heading, see corrugated shipping cartons.

Read from the UK Trade Tariff on 30 September 2026, all supplied heading 4819 lines carry 0% duty for goods from China. The supplied record lists no anti-dumping or countervailing duties, suspensions or attached import controls. Import VAT is 20%; see UK import duty and VAT.

Confirm the commodity code using a finished sample, material details, closure design and intended mailing function. Give your customs broker photographs showing the assembled container and its caps. Describe it as a finished packing container rather than relying on the supplier's generic description of a paper tube.

Specify usable length, tube walls and closures

Specify internal diameter and usable length with the closures fitted, rather than overall tube length alone. State wall thickness, paper composition, winding construction, adhesive, outer finish and whether caps are paperboard or plastic. For telescopic tubes, agree overlap and resistance to separation. Approve a sample with the actual rolled contents and the intended cushioning.

Packaging must use the minimum weight and volume needed to keep the product safe and hygienic. Agree strength against the packed contents and handling conditions. Specify cap retention, resistance to crushing, print position and a clear area for the address label. Check that the label adheres to the chosen finish without lifting around the curved surface.

Timber regulations cover a broad range of products, including pulp and paper. For virgin-fibre board, ask the relevant authority or your customs broker whether timber due diligence applies before placing it on the Great Britain market; request pulp origin, species and harvest country. All businesses must check whether they are packaging producers under extended producer responsibility. Obtain separate material weights for the tube and closures, and review packaging responsibility.

Worked duty example

Illustrative example, not a quote: Illustrative order: 5,000 paperboard mailing tubes with end caps; illustrative FOB and freight values under 4819 50 00 00, invoiced at £4,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £5,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,200, so it is £1,040. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: insert the actual rolled contents, fit the closures and check usable length, internal clearance and easy removal without scuffing the print.

Closures: check cap fit across production samples, folded-end tearing and telescopic overlap; handle packed tubes to see whether closures loosen or separate.

Walls and seams: check ovality, crushed rims, lifted paper layers and exposed adhesive; compare packed-tube crushing and handling performance with the approved sample.

Finish and arrival: check print rubbing, label adhesion, dampness, mould and musty odour. Photograph damaged bundles and record findings against the agreed inspection specification.

What goes wrong

A tube can match the ordered overall length but leave too little room once its caps are inserted. Oval ends make caps either loose or difficult to fit, while rough internal seams scratch rolled prints. Test the complete packing and unpacking process before approving production.

Damp board can soften and separate at the seams. Caps packed loose may be missing or mismatched, and densely bundled tubes can arrive with crushed rims. Agree how caps are supplied, protect the tubes during transport and retain an approved packed sample for repeat orders.
