Duty and classification for postal tubes

Heading 4819 covers paper and paperboard packing containers. For rigid paperboard postal tubes, 4819 50 00 00, other packing containers, is the starting point to confirm. The table shows product variants using this same tariff line, rather than separate classifications.

Read from the UK Trade Tariff on 30 September 2026, all supplied lines under this heading carried 0% duty for goods from China. No anti-dumping or countervailing measures, suspensions or attached import controls were listed. These tariff entries do not replace checks on the paperboard's fibre source or packaging requirements.

Give your broker the material specification, construction, closure details and intended packing use to confirm the commodity code. For the wider heading, see corrugated shipping cartons. For tax calculations, see UK import duty and VAT.

Specify usable space, walls and closures

Specify internal diameter and usable length with the closures fitted, wall thickness, winding construction and dimensional tolerances. Send the factory a sample of the rolled contents or an agreed packing drawing. State whether caps are supplied fitted or loose, and approve their insertion and removal force using a packed sample.

Agree the inner surface, cut-edge finish, print position and protective outer packing. Check that rolled prints slide out without catching on adhesive or rough seams. Packaging must use the minimum weight and volume needed to keep the product safe and hygienic; agree strength against the packed contents rather than simply requesting a thicker wall.

For virgin-fibre paperboard first placed on the GB market, confirm any timber due-diligence obligations with the relevant authority. Ask for the fibre mix, pulp source, species and country of harvest. Keep material weights for the tube and each closure separately, and assess whether your UK packaging activities create producer-responsibility obligations.

Worked duty example

Illustrative example, not a quote: Illustrative order of 5,000 paperboard postal tubes under 4819 50 00 00, invoiced at £30,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £35,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £35,000, so it is £7,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: measure usable length and internal diameter with caps installed; pack the intended contents and check removal without edge damage.

Strength: check roundness, crushed ends and wall separation; test packed samples against the agreed handling and stacking conditions.

Closures: check cap retention after handling, split rims and folded-end security; confirm loose caps match the supplied tubes.

Condition: inspect arrival cartons for damp, mould, loose winding seams and print scuffing; compare production samples with the approved sample through quality inspection.

What goes wrong

A quoted tube length can include the space occupied by its caps, leaving the contents too long for the usable cavity. Caps that fit the approval sample can loosen when production tubes are oval or their walls vary. Approve the tube and closure together, then inspect their fit across the shipment.

Damp paperboard can soften, distort and separate at winding seams. Crushed rims make caps difficult to fit, while exposed adhesive can mark artwork. Agree dry protective packing, photograph damage on arrival and keep affected stock separate while checking the extent of the problem.

Frequently asked questions

What is the UK import duty on paperboard postal tubes from China?

The supplied tariff reading shows 0% for 4819 50 00 00, with no listed trade remedies, suspensions or import controls. Confirm that the finished tube belongs in this line.

What dimensions should I give a postal-tube factory?

Give internal diameter, usable length with closures fitted, wall thickness and tolerances. Include the rolled contents or a packing drawing so the factory can check clearance.

Do timber rules apply to paperboard postal tubes?

Confirm with the relevant authority whether virgin-fibre paperboard is covered by timber due diligence when first placed on the GB market and whether recovered products are excluded; obtain the fibre mix and source evidence rather than relying on a recycled claim.

How do I stop postal-tube caps falling out?

Approve cap retention using the actual packed tube, then check production roundness and cap fit. Repeat the check after agreed handling trials, including inspection for split or crushed rims.
