Nonwoven and felt machinery from China

0% duty

Read from the UK Trade Tariff on 27 September 2026, machinery for the manufacture or finishing of felt or nonwovens in the piece or in shapes, including machinery for making felt hats, and blocks for making hats, heading 8449, is a single line at 0% on goods from China, with no anti-dumping measure.

Machinery rules

Machinery placed on the UK market must meet the essential health and safety requirements of the Supply of Machinery (Safety) Regulations 2008, with a declaration of conformity, marking and instructions in English. Nonwoven machinery is covered by BS EN ISO 11111-3, with common textile machinery requirements in part 1, and a complete line needs an assessment as an assembly.

Meltblown and spunbond lines use hot polymer and high-voltage electrostatic charging, and needle looms have fast needle boards, so guarding, heat protection and interlocks need checking on the actual line.

Specifying a line

Specify the process (needle-punch, spunlace, spunbond, meltblown, thermal bond), fibre or polymer, working width, basis weight range, line speed and output per day, web forming and bonding sections, winding and slitting, energy, water and air use, controls, voltage and supply, and the spares, commissioning and training package.

Worked duty example

For a made-up shipment of one needle-punch nonwoven line under 8449 00 00 00, add the £22,000 of freight and insurance to the £420,000 free-on-board price and customs sees £442,000. Duty on nonwoven machinery is zero, leaving import VAT of £88,400, 20% of the customs value. For a VAT-registered buyer that is a cash-flow cost rather than a lasting one. Inspection checklist

Performance trial: run your fibre or polymer where possible and check basis weight evenness, strength, width and output against the guarantee, or plan the acceptance test after commissioning if the line cannot run at the factory.

Safety: check guards, interlocks and heat protection on needle looms, carding and hot sections against BS EN ISO 11111-3, test emergency stops on every section, and check the panels against BS EN 60204-1.

Documents and spares: check the declaration of conformity, layout drawings, English manuals, needle and spinneret spares and the commissioning plan before shipment.

What goes wrong

Nonwoven lines fail on output, evenness and support. Lines do not reach the guaranteed speed or basis weight evenness on your materials, spinnerets and needle boards wear faster than expected, energy and air use exceed the quote, and commissioning takes much longer than planned.
