Zero duty on calenders, rolls and parts

Heading 8420 covers calendering or other rolling machines, excluding those for metals or glass, and their cylinders. Nonwoven thermal bonding calenders use heated rolls and pressure to bond the web. The textile machinery line is 8420 10 10 00; replacement cylinders and other calender parts have separate lines.

Read from the UK Trade Tariff on 1 October 2026, all relevant lines carried 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duties, suspensions, steel measure or attached import controls. Machinery safety requirements still apply.

Confirm the commodity code using the machine's function, processed material and whether the shipment contains a complete machine, cylinders or other parts. See the wider textile calender guide for related equipment.

Specify the web, bond pattern and heated rolls

Specify fibre composition, web weight range, working width, engraved bond pattern and bonded area, roll diameter and material, nip pressure, heating method, temperature range and line speed. Agree how web tension and speed will match the surrounding production line. Define acceptance against your own material, including bond strength, softness, thickness and appearance across the width.

Confirm with HSE the applicable essential health and safety requirements, conformity marking, declaration of conformity and English-instruction requirements for the machine. CE marking remains recognised in Great Britain. Ask for nip protection, emergency roll-opening details, heating-system safety evidence and documents matching the supplied model. Arrange a testing and certification review before shipment.

Worked duty example

Illustrative example, not a quote: One nonwoven thermal bonding calender; illustrative order under 8420 10 10 00, invoiced at £85,000 free on board, with £6,000 of freight and insurance to the UK. The customs value is £91,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £91,000, so it is £18,200. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Rolls: check engraving against the approved pattern, surface condition, runout and alignment. On arrival, inspect for corrosion, transport damage and damage to journals.

Heating: record temperature uniformity across the working width during the factory trial. Check the heating circuit, insulation and evidence of leaks after delivery.

Web trial: run your own material at the agreed operating settings. Compare bond strength, thickness, softness and pattern definition across the width; retain labelled trial samples.

Safety and documents: test guards, trip devices, emergency stops and roll-opening functions. Match the nameplate to the declaration and English manual, and check the delivered spares against the packing list.

What goes wrong

Uneven heating or nip loading can leave weakly bonded bands alongside stiff or flattened areas. Damaged engraving can mark the web repeatedly, while poor tension control can cause wrinkles. A demonstration using different fibres or a slower speed may conceal these problems.

Set acceptance conditions before ordering and record the material, speed, temperature and pressure used in the trial. Repeat agreed checks after installation, including checks for transport damage and roll alignment. Use the quality inspection guide to plan factory and arrival checks.

Frequently asked questions

What is the UK import duty on nonwoven thermal bonding calenders from China?

The supplied tariff record shows 0% for textile calenders under 8420 10 10 00, with no anti-dumping or countervailing duty, read on 1 October 2026.

What should I send the factory for a bonding trial?

Send your production web and specify fibre composition, web weight, intended speed, bond pattern and acceptance criteria for strength, softness and thickness.

Is CE marking accepted for these machines in Great Britain?

CE marking remains recognised in Great Britain. Check the supplied machine's conformity declaration, English instructions and safety arrangements as well as its marking.

Do replacement bonding rolls have the same commodity code?

No. Heading 8420 separates cast-iron cylinders under 8420 91 10 00, other cylinders under 8420 91 80 00 and other parts under 8420 99 00 00. All carry 0% in the supplied record.
