Duty on linoleum calenders and replacement rolls

Read from the UK Trade Tariff on 1 October 2026, heading 8420 covers calendering or other rolling machines, other than for metals or glass, and their cylinders. The relevant machine, cylinder and parts lines shown here all carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duties, suspensions or attached import controls.

For a linoleum calender, consider the other-machines line, 8420 10 89 00, subject to confirmation from its function and configuration. Classify separately supplied cylinders and parts from their own descriptions. Confirm the commodity code before ordering. The wider calendering guide covers the other machine families.

Specify the linoleum compound and backing trial

Describe the linoleum compound and backing the machine will process. Agree working width, finished sheet thickness and tolerance, roll arrangement, roll material and finish, nip adjustment, heating method and temperature control. Ask the builder to demonstrate your intended process with representative compound and backing.

Define where thickness and temperature will be measured, the operating speed during acceptance and how results will be recorded. Include backing tension, edge guidance, drive synchronisation, cleaning access and connections to feeding and downstream equipment. Agree the scope of supply and who will install and commission the machine.

For machines supplied into Great Britain, confirm with the relevant authority the applicable requirements under the Supply of Machinery (Safety) Regulations 2008, including essential health and safety requirements, conformity marking, a declaration of conformity and English instructions. The responsible person must ensure that the technical file is compiled and available on request. Ask who holds that responsibility before ordering.

Worked duty example

Illustrative example, not a quote: Illustrative order: one linoleum calendering machine under 8420 10 89 00, invoiced at £85,000 free on board, with £6,000 of freight and insurance to the UK. The customs value is £91,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £91,000, so it is £18,200. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Rolls and heating: check roll runout, surface condition, nip adjustment and temperature uniformity across the working width during the factory trial.

Linoleum trial: check sheet thickness across the width and along the run, surface marks, backing adhesion and edge tracking using the agreed compound and backing.

Safety and documents: check nip guards, trip bars, emergency stops and roll-opening functions. Match the machine identity to its declaration, conformity marking, English instructions and electrical drawings.

Arrival: inspect roll surfaces for corrosion or impact damage, check bearings and connections, and reconcile loose parts with the packing list. Repeat the agreed acceptance trial after installation. Use the inspection guide to plan checks.

What goes wrong

Uneven roll heating or nip settings can leave thickness variation and surface bands. Poor backing tension can produce wrinkles or tracking problems. A demonstration with an easier substitute material may conceal difficulties with your linoleum compound, so make the acceptance material and measurement method part of the purchase specification.

A machine may arrive with damaged roll surfaces, incomplete guarding or unclear responsibility for connecting it to the rest of the line. Resolve these points before dispatch, and record the factory settings so that the installation team can compare the arrival trial with the accepted results.

Frequently asked questions

What is the UK import duty on linoleum calendering machines from China?

The supplied tariff record shows 0% for the relevant other-machines line, 8420 10 89 00, with no anti-dumping duty. Confirm that the machine's configuration fits this code.

Are replacement linoleum calender rolls also duty-free?

The listed cast-iron cylinders, other cylinders and other parts carry 0% duty for goods from China. Confirm the appropriate line for each separately supplied item.

What material should the factory use for the acceptance trial?

Use representative linoleum compound and the intended backing. Agree thickness, surface, adhesion and tracking checks before the trial, and record the operating conditions.

What machinery documents should I check before shipment?

Check the declaration of conformity, conformity marking and English instructions for the supplied machine. Confirm who is responsible for compiling the technical file and making it available on request.
