Read from the UK Trade Tariff on 27 September 2026, machines for preparing textile fibres, spinning, doubling or twisting machines and other machinery for producing textile yarns, and textile reeling or winding machines, heading 8445, carried 0% on goods from China on all eight lines, with no anti-dumping measure.

Machinery and workplace rules

Each machine placed on the UK market must meet the essential health and safety requirements of the Supply of Machinery (Safety) Regulations 2008, with a declaration of conformity, marking and instructions in English. BS EN ISO 11111-2 covers spinning preparatory and spinning machines and BS EN ISO 11111-4 yarn processing machines, with common requirements in part 1.

Carding and opening create fibre dust, so dust extraction and cleaning are part of the installation, and noise from spinning frames and winders needs controlling in the mill.

Specifying machines

Specify fibre type and length, yarn count range and twist, production per hour or per spindle, number of spindles or rotors, package size and build, automation such as doffing and splicing, dust extraction, controls and monitoring, voltage and supply, and the spares such as card clothing, rings, travellers and spindles.

Worked duty example

For a made-up shipment of 6 automatic cone winders under 8445 40 00 00, add the £9,000 of freight and insurance to the £150,000 free-on-board price and customs sees £159,000. Duty on winding machines is zero, leaving import VAT of £31,800, 20% of the customs value. For a VAT-registered buyer that is a cash-flow cost rather than a lasting one. Inspection checklist

Yarn trial: run your own fibre at the factory and test yarn count, twist, evenness and strength against the specification, and check package build on winders.

Safety: check guards and interlocks on card cylinders, drafting zones and spindle drives against BS EN ISO 11111-2, test every emergency stop, and check the electrical panel against BS EN 60204-1.

Documents and spares: check the declaration of conformity, English manuals, card clothing and wear parts list, and check machines are braced and protected against corrosion for sea freight.

What goes wrong

Spinning machinery fails on yarn quality, wear parts and support. Yarn evenness or strength falls short on your fibre, card clothing and rings wear faster than expected, automation such as doffers needs frequent adjustment, and commissioning and spare parts depend on engineers who may not be able to travel.
