Duty and classification for tool vending machines

Read from the UK Trade Tariff on 1 October 2026, heading 8476 covers automatic goods-vending machines, including money-changing machines, and their parts. The relevant tool-vending machine and parts lines all carry 0% duty for goods from China. No anti-dumping or countervailing duty or suspension is listed in the supplied tariff data.

The tariff attaches fluorinated greenhouse gas import controls to the heated or refrigerated machine line and the parts line, plus an ozone-depleting substance restriction to the heated or refrigerated machine line. Imported equipment containing fluorinated gas must be correctly labelled. Ask your customs broker to confirm the applicable gas controls, registration, quota and declaration requirements from the refrigerant and charge, including the ozone-depleting substance restriction.

The table shows different dispensing formats under the same unheated-machine code. Do not assume that every badge-operated tool cabinet belongs here: give your broker the operating sequence, dispensing mechanism and heating or refrigeration details to confirm the commodity code. See the wider vending machine guide for the rest of this heading.

Specify the tool packs and issue records

Specify the actual cutting-tool packs, drill-bit boxes and workshop consumables to be dispensed, including their dimensions, weight and packaging. Agree spiral, drawer or compartment delivery, refill access, cabinet anchoring, locks, power supply and spare dispensing components. Use your own packs in the approval sample.

Agree badge compatibility, user permissions, issue limits, returned-tool handling, stock alerts and exportable issue records. Test how the machine behaves when the network fails or power returns. Define whether software access depends on a subscription and how you retrieve your records if the supplier stops supporting it.

For Great Britain, check electrical safety and electromagnetic compatibility compliance, the declaration of conformity and UKCA or accepted CE marking for the exact configuration. Electrical equipment must have clear, legible English instructions. For equipment within hazardous-substance rules, the product or packaging must show the importer's name or trademark and a contactable address.

If your business is an electrical equipment producer, annual producer registration is required. Establish the applicable waste-electrical-equipment responsibilities before supplying customers. Arrange a testing and certification review against the finished machine specification.

Worked duty example

Illustrative example, not a quote: Illustrative order: 30 unheated tool-pack vending machines for workshop customers under 8476 89 90 00, invoiced at £66,000 free on board, with £7,000 of freight and insurance to the UK. The customs value is £73,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £73,000, so it is £14,600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dispensing: run each delivery format with your tool packs; check jams, missed deliveries, accidental extra issues and whether the recorded stock matches what leaves the cabinet.

Access and records: test authorised and blocked badges, permissions, returns, stock alerts, record exports and recovery after network or power interruption.

Safety and documents: match the model and serial identification to the conformity documents; check English instructions, electrical earth, cable protection and access to moving mechanisms.

Arrival condition: inspect cabinet distortion, door alignment, locks, trays, touchscreen and internal connectors; repeat dispensing tests after installation. Use the quality inspection guide to agree the inspection brief.

What goes wrong

Tool packs bridge across spirals, small boxes turn sideways, and heavy items distort trays. A collection sensor may record a successful issue even when a pack remains trapped. Test awkward packs and depleted stock positions, then compare physical stock with the issue log.

Badge readers may reject the customer's existing cards, while software can lose transactions during an outage or make exports dependent on supplier access. Agree recovery and data-export acceptance tests before production, and confirm that replacement readers and dispensing components work with the delivered software.

Frequently asked questions

What is the UK import duty on industrial tool vending machines from China?

The relevant machine and parts lines under heading 8476 carry 0% duty in the supplied tariff data. No anti-dumping or countervailing duty is listed. Import VAT is separate.

Does a badge-operated tool cabinet use the vending machine code?

Ask your customs broker to confirm from how the cabinet releases goods. Provide the operating sequence and dispensing mechanism; the supplier's product name alone is insufficient.

Will the machine work with our existing employee badges?

Agree the badge technology and access permissions before production. Test actual customer badges, blocked users and network interruption on the approval sample.

What should we test before accepting a tool vending machine?

Dispense your own tool packs, reconcile stock and issue records, test jam detection and outage recovery, and check locks, wiring, instructions and conformity documents.
