Sourcing industrial cooling towers from China
Industrial cooling towers for direct cooling with recirculated water carry 0% UK duty from China; the related lines shown also carry 0%. Commercial sites using a cooling tower must notify their council. Specify performance at your site's wet-bulb conditions before ordering. Cambridge China Bridge sources industrial cooling towers.

UK duty on industrial cooling towers
Heading 8419 covers non-domestic equipment that treats materials through temperature change. Its dedicated cooling-tower line, 8419 89 10 00, covers direct cooling with recirculated water and no separating wall. The other table rows are comparison lines for different equipment configurations and separately imported parts, rather than interchangeable codes for an ordinary cooling tower.
Read from the UK Trade Tariff on 29 September 2026, all the selected lines carried 0% duty for goods from China, with no anti-dumping or countervailing duty and no listed suspensions. The dedicated cooling-tower line has no attached import controls in the supplied tariff record. The other-plant line, 8419 89 98 00, has a fluorinated greenhouse gas import control; the importer should confirm its requirements with their customs broker.
Confirm the commodity code using the water circuit diagram, cooling method and shipment contents. Do not assume a tower with an enclosed heat-exchange coil belongs in the direct-cooling line. For the wider heading, see plate heat exchangers.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Cooling towers using recirculated water for direct cooling | 8419 89 10 00 | 0% | None |
| Other heat-exchange units, for comparison with indirect cooling designs | 8419 50 80 90 | 0% | None |
| Other temperature-treatment plant, subject to configuration checks | 8419 89 98 00 | 0% | None |
| Other parts of temperature-treatment machinery | 8419 90 85 90 | 0% | None |
Specify cooling duty and cleaning access
State heat rejection, circulating water flow, inlet and outlet temperatures, and the design ambient wet-bulb temperature together. Agree how performance will be demonstrated against those conditions. Specify open or closed circuit, counterflow or crossflow, fan arrangement, noise expectations and the available installation space.
Name the casing, basin and support materials, coating system, fill material, drift eliminators, fan drive and motor configuration. Specify water quality and treatment compatibility. Ask for access drawings showing how the basin, distribution system and fill can be cleaned or replaced, and plan legionella risk management with the site operator.
Machinery within the applicable supply rules must carry the relevant conformity marking. Ask for the exact model's declaration of conformity, English operating and safety instructions, and installation drawings before approving shipment. A commercial site using a cooling tower must notify its council.
Worked duty example
Illustrative example, not a quote: An illustrative order of compact industrial cooling towers for a workshop installation under 8419 89 10 00, invoiced at £16,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £18,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £18,000, so it is £3,600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Performance: compare the factory test conditions and results with the agreed thermal duty; record water flow, temperatures, fan operation and motor current.
Water path: check basin leakage, spray distribution, fill seating, drift eliminator fit, drains and access for cleaning.
Structure and drive: inspect casing damage, coating coverage, fasteners, supports, fan clearance, guards and vibration during an agreed safe running test.
Arrival and documents: inspect transit damage, count loose sections and fittings, and match identification plates, drawings and manuals to the supplied equipment. Use a written inspection brief.

What goes wrong
A quoted cooling capacity can conceal test conditions that differ from the installation. Require the performance basis in writing, including wet-bulb temperature and water flow. Poor distribution, loose fill and badly fitted drift eliminators can undermine the intended result even when the casing looks satisfactory.
Cracked basins, damaged coatings, misaligned fans and inaccessible cleaning points create repair and maintenance problems. Agree packing supports and unloading arrangements before shipment, then inspect again on arrival. Treat council notification and the site's operating plan as installation work to arrange alongside the purchase.

Frequently asked questions
What is the UK import duty on cooling towers from China?
The supplied tariff record shows 0% for direct-cooling towers under 8419 89 10 00 and all related lines shown, with no anti-dumping or countervailing duty.
Does a closed-circuit cooling tower use the same commodity code?
Do not assume so. The dedicated cooling-tower line specifies direct cooling without a separating wall. Give your broker the circuit diagram and heat-exchange details.
Do I need to notify anyone before using a cooling tower?
A commercial site using a cooling tower must tell its council. Arrange the notification with the site operator and confirm the conditions for the installation.
What should I ask a Chinese cooling-tower factory to test?
Ask for thermal performance against the agreed water flow, temperatures and wet-bulb conditions, plus basin leakage, water distribution, fan clearance and vibration.
