Industrial blower duty and classification

Read from the UK Trade Tariff on 29 September 2026, the selected industrial fan and turbo-compressor lines under heading 8414 carry 2% duty for goods from China. The supplied records show no anti-dumping or countervailing duty and no attached import controls on these lines. The heading covers air pumps, compressors and fans, but a supplier's description of a machine as a blower does not settle its classification.

The axial-fan line has a conditional 0% suspension limited to motors of not more than 2 W used to manufacture products of heading 8521 or 8528, subject to authorised-use customs supervision. It is not a general industrial blower exemption. The other table rows have no suspension recorded.

Specify airflow at the working pressure

State whether the blower is centrifugal, axial, regenerative or positive-displacement. Specify airflow at the required pressure, inlet air conditions, continuous operating duty, motor supply, speed control, permitted noise and vibration, casing material and connection dimensions. Identify whether it will handle clean air, dust or corrosive gas.

Ask for the performance curve and the power absorbed at your operating point. Agree the impeller material, bearing arrangement, shaft seal, inlet filter, silencer and spares. Specify mounting orientation, outlet direction and access for maintenance so the delivered unit fits the installation.

For complete machinery sold in Great Britain, confirm the applicable declaration of conformity, technical file arrangements and CE or UKCA marking route with the relevant authority under the Supply of Machinery (Safety) Regulations 2008. Ask for an English manual for the ordered model. Confirm whether fan ecodesign rules apply to the motor-driven fan, including scope and exclusions, with the relevant authority and request supporting efficiency data.

Worked duty example

Illustrative example, not a quote: One industrial centrifugal blower, illustrative order under 8414 59 35 90, invoiced at £6,000 free on board, with £900 of freight and insurance to the UK. The customs value is £6,900. Duty at 2% is £138. Import VAT at 20% is charged on the customs value plus duty, £7,038, so it is £1,407.60. Inspection checklist

Performance: run the shipping unit against the agreed resistance and record airflow, pressure, current and rotation direction. A free-air demonstration does not verify the working point.

Mechanical condition: check impeller clearance, guards, bearing noise, vibration, shaft seals and mounting bolts. After arrival, check for casing distortion and transit damage before running.

Electrical and documents: match the motor plate, supply and controller to the order. Compare the model on the declaration, manual and performance report with the delivered machine.

Installation fit: check inlet and outlet dimensions, flange drilling, mounting orientation, filter access and included silencers and spares. Agree these checks through the inspection plan.

What goes wrong

A blower selected from its maximum airflow figure can deliver too little air once connected to ductwork, filters or a process line. Ask the supplier to mark your operating point on the curve and demonstrate it. An oversized motor does not establish the blower's delivered airflow.

Substituted bearings or an unbalanced impeller can cause vibration and early wear. Poor packing can distort the casing or damage connections. Record the agreed components, running results and packing photographs before shipment, then compare the arrival condition with that record.
