Sourcing boiler steam accumulators from China

Boiler steam accumulators classified as auxiliary plant under heading 8404, and their parts, carry 0% UK duty from China. Pressure equipment conformity assessment depends on classification; qualifying workplace systems need examination before use. Cambridge China Bridge sources boiler steam accumulators.

UK duty on boiler steam accumulators

Read from the UK Trade Tariff on 1 October 2026, heading 8404 covers auxiliary plant for boilers of heading 8402 or 8403, condensers for steam or other vapour power units, and parts. This guide concerns steam accumulators supplied as boiler auxiliary plant. The table repeats the auxiliary-plant line for different supply forms; these are not separate tariff subdivisions.

The supplied tariff records show 0% duty for goods from China on the auxiliary-plant and parts lines, with no anti-dumping or countervailing measures, suspensions or attached import controls. Import VAT is normally 20%; see import duty and VAT.

Confirm the commodity code from the vessel function, drawings and scope of supply before ordering. Ask your customs broker to check separately supplied valves, instruments and other components rather than treating every item as an accumulator part. See economisers and boiler auxiliary plant for the wider heading.

Specify usable steam storage and vessel connections

Specify the charging and discharge pressures, required steam delivery during peak demand, recharge duty, vessel volume and operating water level. Ask the factory to explain its usable storage calculation against your demand profile. Agree vessel orientation, design pressure and temperature, shell material, corrosion allowance, insulation, inspection access, supports and connection drawings.

Pressure equipment conformity assessment depends on its classification. Agree the applicable assessment route before manufacture and request the declaration of conformity, pressure test records and relevant marking evidence. CE marking remains recognised in Great Britain under the pressure equipment rules. Use testing and certification support to review the proposed evidence.

For a qualifying workplace pressure system, a written scheme of examination and an examination are required before use. Involve the site's competent person while agreeing the accumulator, protective devices and inspection access.

Worked duty example

Illustrative example, not a quote: Two horizontal boiler steam accumulators; illustrative order, not a quotation under 8404 10 00 00, invoiced at £64,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £69,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £69,000, so it is £13,800. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Vessel and welds: match shell and head material certificates to component identification; review weld maps, welder qualifications and non-destructive testing records against the agreed inspection plan.

Pressure and protection: witness the agreed pressure test; compare the vessel identification with the report and check the supplied safety valve, pressure gauge and level instruments against the specification.

Fit and access: measure nozzle positions, flange details, support spacing and inspection openings against approved drawings; check that internal fittings match the agreed arrangement.

Arrival and records: inspect supports, lifting points, capped connections and insulation for transit damage; match the nameplate, declaration and test dossier to the delivered vessel. See quality inspection.

What goes wrong

A vessel can match the ordered volume yet fail to supply the required steam during a demand peak. Compare the factory's storage calculation with the charging pressure, discharge pressure and usable water level. Poor internal distribution or water-level control can also cause wet steam at the outlet.

Other failure points are incomplete weld traceability, flange positions that do not fit the boiler house and documents describing a different vessel. Resolve drawing and dossier discrepancies before shipment, then check the delivered equipment before connecting it.

Frequently asked questions

What is the UK import duty on boiler steam accumulators from China?

The supplied tariff records show 0% for boiler auxiliary plant under 8404 10 00 00 and parts under 8404 90 00 00, with no anti-dumping or countervailing measures. Confirm classification for the actual supply.

Is a pressure test report enough to buy a steam accumulator?

Check it alongside the material certificates, weld records, declaration of conformity and evidence for the applicable assessment route. Match every document to the delivered vessel.

How do I specify steam accumulator capacity?

Give the factory your charging and discharge pressures, peak steam demand and recharge duty. Ask for a usable storage calculation; vessel volume alone does not describe the available steam delivery.

Can I use the accumulator as soon as it arrives?

For a qualifying workplace pressure system, a written scheme of examination must be in place and an examination undertaken before use. Arrange this alongside installation planning.
