Sourcing Steam Boiler Condensers from China

Steam boiler condensers for steam power units and their parts from China carry 0% UK duty, with no trade remedies recorded. Pressure equipment compliance depends on the actual design and operating conditions, so confirm the applicable assessment before ordering. Cambridge China Bridge sources steam boiler condensers.

Duty on steam power unit condensers

Read from the UK Trade Tariff on 1 October 2026, heading 8404 covers boiler auxiliary plant, condensers for steam or other vapour power units, and parts. Steam power unit condensers fall under 8404 20 00 00; parts fall under 8404 90 00 00. The table shows product descriptions sharing these codes, rather than separate tariff subdivisions.

The supplied tariff record shows 0% duty for goods from China on both codes, with no anti-dumping or countervailing duty, suspension or attached import control. Import VAT is separate from customs duty.

Confirm the commodity code from the condenser's function, drawings and intended installation. A refrigeration condenser or a heat exchanger for another process should not be classified simply by its name. See the wider boiler auxiliary plant guide.

Specify the steam and cooling circuits

State the steam flow, inlet condition, required condensing pressure or vacuum, cooling medium, cooling flow and inlet temperature. Specify tube and tube-sheet materials, water chemistry, corrosion allowance, cleaning access, condensate outlet, vent connections and support positions. Ask the supplier to explain the performance assumptions and provide connection drawings.

Assess the steam side and cooling side separately when establishing the pressure equipment classification. The Pressure Equipment (Safety) Regulations 2016 apply above a maximum allowable pressure of 0.5 bar, subject to exclusions. Vacuum operation on the steam side does not establish the status of the cooling side. Agree the applicable conformity assessment, documentation and test plan before manufacture.

Worked duty example

Illustrative example, not a quote: Two steam boiler condensers, illustrative order under 8404 20 00 00, invoiced at £64,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £69,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £69,000, so it is £13,800. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Materials and joints: match tube, tube-sheet and shell certificates to the drawings; check weld maps and non-destructive testing records against the agreed inspection plan.

Leakage and performance: witness agreed pressure and leak tests for each circuit; check the recorded conditions against the specified steam and cooling duty.

Fit and access: check flange positions, support spacing, lifting points and access for tube cleaning against approved drawings.

Documents and arrival condition: match the nameplate and applicable conformity documents to the delivered equipment; inspect tubes, supports and capped connections for transit damage. Use the quality inspection guide to plan checks.

What goes wrong

A condenser can fit the pipework yet miss its duty because the supplier assumed colder cooling water or a different steam load. Tube leakage can contaminate condensate, while unsuitable materials can corrode in the actual cooling water. Make the operating assumptions and acceptance checks part of the purchase specification.

Incomplete pressure documentation, mismatched connections and damaged tube bundles can delay installation. Review drawings and test records before dispatch, then compare the delivered unit with those records before acceptance.

Frequently asked questions

What is the UK import duty on steam boiler condensers from China?

The supplied tariff record shows 0% for steam power unit condensers under 8404 20 00 00 and parts under 8404 90 00 00, with no anti-dumping or countervailing duty.

Does a vacuum condenser need pressure equipment checks?

Check both circuits. The steam side may operate under vacuum while the cooling side is pressurised. Establish the applicable pressure equipment classification from the actual design.

What should I put in a condenser enquiry?

Include steam conditions, condensing pressure or vacuum, cooling water conditions, tube materials, connection drawings, cleaning access and the agreed performance and leak tests.

What should I inspect when the condenser arrives?

Check tube and support damage, connection positions, capped openings, identification and documents against the approved drawings and factory test records.
