Pressure equipment and standards
Economisers, superheaters and condensers under pressure fall under the Pressure Equipment (Safety) Regulations 2016 according to their pressure, volume and fluid, and need conformity assessment, UKCA marking where required, a declaration of conformity and pressure test records. Water-tube boilers and their auxiliary installations are designed to the BS EN 12952 series and shell boilers to BS EN 12953.

Specify duty (flue gas and water flows and temperatures), design pressure and temperature, tube material and fin type, casing and insulation, connections and bypass, soot-blowing access, and the design code, inspection and test plan.
Worked duty example
An invented example rather than a quote: two boiler flue gas economisers, commodity code 8404 10 00 00, bought for £64,000 free on board, with £5,000 of freight and insurance, so £69,000 is the value customs works from. Inspection checklist
Welding and NDT: check welder qualifications, weld maps and radiography or other NDT records against the inspection plan.
Pressure test: witness the hydrostatic test at the specified pressure and check the records.
Documents and packing: check material certificates, the declaration of conformity and nameplate, and that tube banks are braced and connections capped for transit.
What goes wrong
Auxiliary plant orders fail on welds, materials and fit. Tube welds fail NDT, tube material is not the grade on the certificate, flange positions do not match the boiler, fins corrode in acidic flue gas, and pressure documentation is incomplete.
