Boiler superheater duty and classification

Heading 8404 covers auxiliary plant for boilers of headings 8402 or 8403, including superheaters, and parts. Complete superheater auxiliary plant falls under 8404 10 00 00; identifiable parts fall under 8404 90 00 00. The table separates buying descriptions within these shared tariff lines.

Read from the UK Trade Tariff on 1 October 2026, both relevant lines carried 0% duty for goods from China. The supplied tariff records show no anti-dumping or countervailing measures, suspensions or attached import controls for these lines. Import VAT is separate from customs duty.

Specify the steam duty and tube-bank layout

Give the maker the steam flow, inlet and required outlet temperatures, operating and design pressures, and flue-gas conditions. Agree tube material, wall thickness, bend geometry, header layout, connection positions, supports and access for cleaning. For replacement equipment, supply approved interface drawings rather than relying on photographs.

Confirm with the relevant authority how pressure, volume and fluid affect the applicable requirements under the Pressure Equipment (Safety) Regulations 2016. Agree the applicable conformity assessment, declaration of conformity and pressure test records. CE marking remains recognised indefinitely in Great Britain. Match the marking route and supporting documents to the actual equipment; ask for testing and certification support where needed.

Worked duty example

Illustrative example, not a quote: Two boiler superheater assemblies, illustrative order only under 8404 10 00 00, invoiced at £64,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £69,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £69,000, so it is £13,800. Inspection checklist

Materials: check tube and header certificates against the agreed grades, component markings and manufacturing records.

Welds and tests: compare weld maps, welder qualifications, non-destructive testing reports and pressure test records with the agreed inspection plan.

Fit: measure connection positions, tube-bank dimensions and support locations against approved drawings before shipment and check for distortion on arrival.

Documents and packing: match the nameplate and declaration to the supplied assembly; check tube-bank bracing, capped connections and transit damage. Use the quality inspection guide to plan checks.

What goes wrong

A replacement can match the overall dimensions yet have misplaced connections or supports. Material certificates may not trace to the delivered tubes, weld reports may omit joints, and pressure documentation may describe a different assembly. Resolve drawing and record discrepancies before releasing the shipment.

On arrival, check for bent tubes, displaced bracing, damaged connection faces and opened protective caps. Record defects against the packing list and approved drawings, and obtain the boiler engineer's acceptance of any proposed repair.
