Steam boilers from China

Zero duty

Read from the UK Trade Tariff on 26 September 2026, watertube boilers above and below 45 tonnes of steam per hour, firetube boilers, other vapour generating boilers, superheated water boilers and their parts carried 0% duty on goods from China, with no anti-dumping measure.

Pressure equipment, users and emissions

A steam boiler is pressure equipment under the Pressure Equipment (Safety) Regulations 2016, so it goes through the conformity assessment module for its category, usually with an approved or notified body, and carries UKCA or CE marking with a declaration of conformity. Shell boilers are commonly designed to BS EN 12953 and watertube boilers to BS EN 12952, and burners to BS EN 676 for gas or BS EN 267 for oil.

Before first use, the Pressure Systems Safety Regulations 2000 require the user to have a written scheme of examination drawn up by a competent person. In England and Wales a boiler plant of 1 to 50 MW thermal input is medium combustion plant needing a permit under the Environmental Permitting (England and Wales) Regulations 2016, with emission limits that the burner must meet.

Worked duty example

Take a hypothetical order of one firetube steam boiler with burner and controls, entered under 8402 19 10 00: £60,000 free on board plus £5,000 of freight and insurance gives a customs value of £65,000. Steam boilers carry no duty, so import VAT of 20% on £65,000, £13,000, is the only tax. A VAT-registered importer normally reclaims it, so the border adds no lasting cost. What goes wrong

Boiler problems are paperwork, welds and controls. The certificate covers a different design or pressure, or the body that issued it is not recognised; tube-to-tubeplate joints weep after the first firing; welds carry porosity; plate and tube material cannot be traced; controls, low-water cut-outs and panels are built to a Chinese wiring standard and supply; and insulation and cladding are damaged in transit.

Check the design approval and conformity certificate against the boiler's serial number before paying the deposit, witness the hydrostatic test at the factory, review radiography of butt welds and the inspection certificates type 3.1 to EN 10204 for plates and tubes, check safety valves, water level controls and burner settings against the design standard and UK supply, and inspect the lifting points and transport bracing before loading.
