Small first orders of own-brand toys

Keep the launch configuration narrow, get the laboratory's sample requirements before ordering, and budget separately for testing, retained samples and saleable stock. Define the smallest launch you can support

This guide covers Great Britain. Northern Ireland has separate official guidance. For an own-brand toy, you are the manufacturer even when a Chinese factory makes it. Start with the responsibilities in toy safety for UK importers; the decision here is how much product variety your pilot budget can support.

Freeze the intended use, age group, construction, materials, colours, accessories and packaging before commissioning tests. Prefer an existing design with a narrow range of finishes. Ask the laboratory which differences need separate evidence before adding variants. Plain packaging can reduce printing work, but still needs the applicable identification, marking, instructions and warnings.

Budget for a compliant configuration

The minimum launch package includes the safety assessment, applicable conformity assessment, declaration of conformity, technical documentation and appropriate product information. A laboratory report is an input to that package. Ask who will assemble it, who will review it and who will sign the declaration. Keep the technical documentation and declaration for the required retention period.

Request separate quote lines for development samples, testing, test specimens, packaging artwork, production, inspection and freight. Include room for corrective work and retesting. Work backwards from the available cash to the saleable stock you can afford. If the budget does not cover the agreed package, simplify the configuration or defer the order. Use small-order sourcing for factory minimums.

Order test specimens separately from stock

Before accepting the factory quantity, send the laboratory the frozen specification and ask for a written specimen schedule. It should state the finished toys and loose materials required, their allocation across tests, which tests consume or damage them, whether specimens can be reused, and what must be supplied again after a failure. Do not budget from a generic sample count.

Build the order quantity from saleable stock plus laboratory specimens, retained reference samples and an agreed retest reserve. Ask whether specimens will come from a preliminary run or the main batch, and record their production materials and process. Keep test specimens out of available stock. MOQ and sampling explains the sampling stages; here, the extra task is accounting for specimens that cannot return to sale.

Agree evidence gates before paying

Put the following gates into the order as buyer controls. Name the person authorised to release each stage and the documents they must see. If a report fails, a component changes or the evidence does not match the goods, hold release while the laboratory reviews the affected scope.

Tie payment milestones to these decisions where commercially agreed. Factory inspection checks the batch against your specification; it does not replace the conformity work. Use quality inspection explained to organise the inspection alongside the compliance review.

Release sales before offering finished goods

Do not treat warehouse arrival as the compliance deadline. Official guidance says placing a fully manufactured good on the market can occur through an agreement, or an offer of an agreement, without physical transfer. Review offers for finished toys against the sales gate before publishing them.

After release, keep a batch record linking the specification, test specimens, reports, inspection and stock. Continuing production must remain in conformity. Require the factory to flag proposed substitutions before using them, and have the laboratory review whether existing evidence remains suitable. A successful pilot should become a controlled repeat order rather than a fresh, undocumented configuration.

Can I launch with fewer colours to reduce testing costs?

Keep the range narrow and ask the laboratory which material or finish differences need separate evidence. Get that scope agreed before ordering; do not assume a report covers every colour.

Is a factory test report enough for my own-brand toy?

Check that it covers your exact configuration and verify it with the laboratory. You still need the own-brand manufacturer compliance package, including the assessment, declaration and technical documentation.

What if compliance leaves too little money for stock?

Remove optional variants, accessories or bespoke packaging, then obtain a revised testing scope and quote. If the remaining budget cannot support the agreed compliance work, defer the launch.
