Can I recover Plastic Packaging Tax?

Yes, if you are registered and meet HMRC’s conditions. Tax paid on packaging later exported or converted into different chargeable components can be credited on your return, with evidence and within the claim deadline. Cambridge China Bridge can help organise supplier packaging records.

Check who paid the tax and what happened

Relief requires Plastic Packaging Tax registration. For a credit, you must have paid tax on components subsequently exported by you or another business, or converted into different chargeable plastic packaging components. Ask your accounts team to identify the original tax entry before gathering export or conversion evidence.

Our Plastic Packaging Tax guide covers scope and registration. This guide addresses relief after import. For material specifications and supplier weight data, use our packaging sourcing guide.

Choose the correct return and watch the deadline

Components exported in the same accounting period as import can receive relief on that period’s return, provided you hold export evidence. If another business exports or converts them in that period, report the relevant weight and retain supporting records.

Where tax has already been paid, claim on the return for the period when you receive evidence of export or conversion. The credit deadline is 2 years from manufacture or import, not from the later export. Credits reduce the Plastic Packaging Tax you owe.

Deferral needs an export plan before import

You can defer tax where you intend to export components within 12 months. That intention must exist before import and be supported by records. Include the components on the import period’s return; retain proof of the completed export.

If you abandon the export plan or miss the 12-month limit, include the components on your next return. Taxable components become payable at the new rate if the rate has changed. Put the export deadline beside the stock record and review unsent batches before preparing each return.

Build a claim file that follows the components

Keep evidence identifying the exported or converted components, the claim reason, the accounting period when evidence was first available, and the original tax amount, payment date and payment method. For conversion, production records can demonstrate use of the original components; also retain evidence of whether the new component is taxable. Keep accounts and records for at least 6 years from the accounting period’s end.

Create a batch file linking the factory specification, component weights, import paperwork, tax entry and subsequent movement. Ask the exporter for documents that demonstrate departure, rather than relying on a planned shipping date. Agree with the converter how production records will identify your material. Keep packaging EPR reporting separate from this tax claim. For disputed EPR notices, see our guide to challenging packaging EPR liability notices.

Separate import exemptions from export credits

Qualifying transport packaging used to deliver goods into the UK is exempt and need not appear on the tax return. The exemption does not cover unfilled packaging, normal packaging around sales units, or intermediate bulk containers. Classify each component by its use rather than calling the whole shipment transport packaging.

Transport packaging used to export goods must be accounted for on the return; a credit can be claimed once it is exported and you hold evidence. Deferral for transport packaging concerns export while unfilled. Do not apply the import transport exemption to an outbound shipment.

Frequently asked questions

Can I claim if my customer exports the packaging?

Yes, if you paid the tax and obtain evidence of the export. Claim on the return for the period when you receive that evidence, within the claim deadline.

How long do I have to reclaim Plastic Packaging Tax?

The credit must be claimed within 2 years of manufacture or import. A later export does not restart that deadline.

Does converting imported packaging qualify?

It can qualify where tax-paid components become different chargeable plastic packaging components. Keep production evidence connecting the original components to the new ones.

Can I recover tax on export pallet wrap?

HMRC allows a credit for transport packaging used to export goods once export has occurred and you hold evidence. Account for the packaging on your return.
