Correct a Plastic Packaging Tax recycled-content claim
Stop relying on the unsupported claim, trace the affected packaging to its imports and returns, and recalculate the tax. Amend each affected return promptly through your tax account and check potential penalties and interest with your adviser. For help gathering factory records, contact Cambridge China Bridge.

Preserve the evidence and define the problem
Save the supplier's original declaration, the new evidence, your calculations and the submitted returns. Record when you discovered the problem and what contradicts the claim: the recycled proportion, material source, production dates or connection to your shipment. HMRC assumes plastic is virgin material unless there is evidence of recycled material.
Ask the actual packaging manufacturer for records tied to the affected production runs. A fresh declaration should explain the discrepancy and identify the batches it covers. Use our Plastic Packaging Tax guide for scope and exemptions; this guide deals with repairing a claim already used.
Trace every affected import
Build a reconciliation sheet linking packaging component, specification version, manufacturer, production batch, purchase order, import date, shipment documents, quantity, component weight and return period. Include packaging around imported goods. Search for other orders using the same disputed declaration or resin source, rather than limiting the review to the shipment that exposed the problem.
Separate supported batches, unsupported batches and unresolved batches. Ask the supplier when the material changed and what establishes the boundary. HMRC requires separate evidence when specifications or materials change. Do not treat a current sample as proof of an earlier production run.
Recalculate the liability by return period
For each affected period, rebuild the imported packaging totals and remove the unsupported weight from the recycled-content exemption entry. Check whether another exclusion or relief genuinely applies before treating it as taxable. Avoid adding imported weight again if it was already reported. Where tax is due, it applies to the entire packaging component, not just its virgin plastic content. For component classification, see our mixed-material packaging tax guide. For later export or conversion, see our Plastic Packaging Tax recovery guide.
Calculate the additional taxable weight from imported quantities and verified component weights, convert it to tonnes and apply the rate applicable when imported. Reconcile the revised liability against the original return and payments. Return weights must be in kilograms, rounded down to the nearest kilogram. If weights are uncertain, ask your adviser how to resolve them before filing.
Amend the affected returns and arrange payment
HMRC says to correct incorrect returns as soon as possible and within 4 years of the original due date. Sign in to your Plastic Packaging Tax account and select the option to view or amend submitted returns. Amend the affected earlier periods rather than burying their differences in your next return. If a period is outside that window or unavailable online, contact HMRC for instructions.
Keep the original figures, revised figures, reasons, submission confirmations and payment records together. Ask your adviser to check the additional tax, payment instructions and interest separately. HMRC charges late-payment interest from the date tax was due until payment. Record discovery and action dates so the sequence is clear.

Check penalties and prevent another unsupported claim
An inaccuracy penalty is possible where an inaccurate return understates tax and the behaviour was careless, deliberate, or deliberate and concealed. HMRC says no inaccuracy penalty applies if you took reasonable care. Preserve the checks you actually performed; do not assume supplier assurances establish reasonable care. HMRC considers the cause, whether you disclosed before discovery and your assistance. Ask your adviser to check late-payment penalties separately.
If a penalty arrives, check its explanation against your chronology and evidence. HMRC's letter includes review and tribunal appeal information. For future orders, require batch-linked evidence and notification of material changes, as discussed in our packaging sourcing guide. Cambridge China Bridge's staff in China can help gather factory records for your adviser to assess.
Frequently asked questions
Can I keep the exemption while waiting for supplier proof?
Do not keep relying on an unsupported claim. HMRC assumes virgin material without evidence of recycled content. Trace the affected batches and correct incorrect returns promptly.
Can I correct an old claim on my next return?
Use your Plastic Packaging Tax account to amend the affected submitted return. HMRC says corrections should be made as soon as possible and within 4 years of its original due date.
Will I automatically get an inaccuracy penalty?
No. HMRC says no inaccuracy penalty applies where you took reasonable care. Show your actual checks and response to discovery. Additional tax, interest and late-payment penalties need separate assessment.
Does a new supplier certificate prove earlier imports?
Check whether it identifies the earlier components, production runs and materials. Ask what records support it and why the original claim failed. A certificate for current production does not establish earlier batch content.
