Does compostable plastic avoid Packaging Tax?
No. Switching to compostable or biodegradable plastic does not itself remove UK Plastic Packaging Tax. HMRC includes these polymers within plastic; recycled content is a separate test. Check the actual material and supporting records before accepting a tax-saving claim. Cambridge China Bridge can help obtain these details from Chinese factories.

A degradability label does not change the tax definition
HMRC defines plastic as a polymer material to which additives or substances may have been added. Its guidance explicitly includes biodegradable, compostable and oxo-degradable polymers. A supplier's description of a bag as compostable therefore does not, by itself, take it outside Plastic Packaging Tax.
Ask the factory to identify the polymer and grade behind the description. Keep any compostability report separate from the recycled-content paperwork. For rates, registration and exemptions, use our Plastic Packaging Tax guide. For later export or conversion, see our Plastic Packaging Tax recovery guide.
Check the cellulose exception carefully
HMRC excludes cellulose-based polymers that have not been chemically modified, such as viscose, from its plastic definition. Chemically modified cellulose-based materials, such as cellulose acetate, are considered plastic. The distinction concerns the actual material, rather than whether the supplier calls it natural or degradable.
If a factory proposes cellulose packaging, ask for the material specification and confirmation of whether the cellulose has been chemically modified. Request details of coatings, films and other layers as well. Do not accept a generic description of the finished pack as evidence of its construction.
Recycled content answers a different question
Confirm with HMRC whether the component's recycled-plastic content makes it non-chargeable for the tax. That assessment concerns recycled plastic already used to make the component. HMRC's definition of recycled plastic involves reprocessing plastic waste and excludes organic recycling. A compostability claim does not demonstrate qualifying recycled content.
Ask the supplier to state the recycled proportion separately from any degradability claim and explain the source of the recycled material. Request supporting records tied to the packaging supplied for your order. Do not approve a tax-saving comparison that substitutes a compostability certificate for recycled-content evidence.
Assess components and material weights
HMRC requires packaging made up of several components to be accounted for component by component. For a mixed-material component, plastic must outweigh any other individual substance for it to be classed as plastic packaging. Additives forming part of the plastic count within its plastic weight.
Ask for a component list covering the bag, tray, lid, label or window, as applicable, with the material and weight of each. Compare the proposed replacement with the existing pack on that basis. Our packaging sourcing guide covers the wider specification and sample checks.

Approve the switch against a written specification
Before ordering, record the proposed polymer, grade, component weights and recycled-content claim. Ask for the reports behind any compostability claim and check that they identify the material being supplied. Compare samples for sealing, strength and compatibility with your packing equipment, and require notification before material substitutions.
Packaging producer responsibility is separate from Plastic Packaging Tax; use our UK packaging responsibility guide for that assessment. Cambridge China Bridge's staff in China can help request material records and compare factory samples against your agreed specification. For disputed notices, see our guide to challenging packaging EPR liability notices.
Frequently asked questions
Is compostable plastic exempt from Plastic Packaging Tax?
Compostability alone gives no exemption. HMRC includes compostable polymers within plastic. Check the component's material, recycled content and any applicable exemption separately.
Does biodegradable mean recycled for packaging tax?
No. HMRC includes biodegradable polymers within plastic. Qualifying recycled content concerns reprocessed plastic waste used in the packaging, rather than a claim about how it degrades.
Is cellulose packaging treated as plastic?
It depends on the material. HMRC excludes cellulose-based polymers that have not been chemically modified, such as viscose. Chemically modified cellulose acetate is considered plastic.
What should I ask a Chinese packaging factory for?
Request the polymer and grade, component weights, details of coatings and layers, and records supporting recycled content. Ask separately for the reports behind any compostability claim.
