Check eligibility before calculating a claim
HMRC allows recovery on qualifying goods obtained or imported before registration. The goods must have been supplied to the person now registered, for that business's taxable activities, within the permitted period. You must still hold them, or hold goods made from them. Stock sold before registration reduces the claim; goods completely used up beforehand do not qualify.

Anchor the review to the registration date
The goods limit is 4 years before the business was registered or required to be registered. Ask your accountant to confirm the effective registration date, then list purchase, import and stock movement dates against it. Keep the application date and the date you received your registration number separate from this review.
Separately invoiced services have a different limit: 6 months, subject to their own conditions. Give freight, storage and agent service invoices their own review list rather than treating every shipment charge as stock. If registration is backdated, that becomes the relevant date for the timing checks.
Build a stock account with a document trail
HMRC requires a stock account showing quantities and acquisition dates, plus dated details of goods used to make other goods or disposed of after registration. Prepare a registration-date stock snapshot and reconcile it to purchases and movements. For transformed goods, connect the original materials to the finished stock still held.
Use product and batch references that also appear in the shipment file. Ask an external warehouse for a dated stock report, and explain differences between its records and your own. Keep the VAT review separate from the accounting valuation discussed in valuing unsold imported stock.

Check import evidence, especially missing certificates
For import VAT paid at the border, the import VAT certificate supports recovery. If it is missing, HMRC can consider alternative evidence showing ownership and import VAT charged, together with other evidence it requires. Acceptance is discretionary: do not assume a courier bill or supplier invoice alone settles the claim.
Gather the declaration, supplier invoice, packing list, transport documents, agent tax breakdown and payment records.
