Charity shop VAT on bought-in China stock

No. Stock bought from a Chinese factory does not qualify for donated-goods zero rating simply because a charity shop sells it. A VAT-registered charity normally accounts for standard-rate VAT on bought-in merchandise unless the goods qualify for another treatment. Cambridge China Bridge can help prepare the sourcing records for your accountant.

Start with how the charity obtained the stock

HMRC treats sales of both donated and bought-in goods as business activity. Purchased merchandise follows the bought-in rule, even when the proceeds support the charity. Goods such as qualifying children’s clothes or books can have their own zero rating. Before ordering, ask your accountant to confirm the treatment of each product rather than assigning a blanket charity-shop VAT code.

Check the donation conditions before using relief

For the ordinary public-sale route, goods must have been donated to the charity or its trading subsidiary and made available to the general public. The subsidiary must distribute its profits to the parent charity. Zero rating is excluded where a prior arrangement determines the sale before public availability, or where the goods are first used for another purpose. Do not treat a purchase invoice as evidence of a donation.

Keep fundraising events separate from shop sales

Bought-in goods sold at a qualifying fundraising event are exempt from VAT; this is a separate treatment from donated-goods zero rating. HMRC also warns that exemption affects recovery of VAT charged on the purchase. Ask your accountant to assess the actual event before using that treatment for imported merchandise.

Give the accountant a stock classification file

Keep purchased and donated batches identifiable, including where they contain identical products. Assemble purchase invoices, donation correspondence, receiving records, product descriptions and the intended sales channel. Ask for written confirmation of the VAT code before stock reaches the till. For the wider order budget, use our charity import budget guide. For stock you later propose to give away, see donating unsold imported stock.

Brief the sourcing team before requesting a quote

Tell Cambridge China Bridge who is buying, who will receive the goods, whether the batch is purchased or donated, and where it will be sold. Our own staff in China can help assemble factory and order records for the buyer’s review. Use the product specification guide to define the merchandise clearly, then let your accountant settle the tax treatment before approving the order.

Frequently asked questions

Is bought-in charity shop stock VAT-free?

It does not receive donated-goods zero rating. A VAT-registered charity normally accounts for standard-rate VAT unless the goods qualify for another treatment.

Are children’s clothes bought from China zero-rated?

Qualifying children’s clothes can be zero-rated under the rules for those goods, rather than the donated-stock relief. Ask your accountant to check the actual products.

Can bought-in goods at a charity event be VAT-exempt?

Yes, where the fundraising event qualifies. This differs from donated-goods zero rating and affects recovery of VAT charged on the purchase.

What records should I give my accountant?

Provide purchase invoices or donation correspondence, receiving records, product descriptions and the intended sales channel. Keep bought-in and donated batches distinguishable.
