VAT group stock transfers from GB to NI

Do not treat GB-to-NI stock supplies as VAT-free simply because the companies share a VAT group. HMRC requires VAT accounting on the movement under the own-goods rules; recovery depends on use and the normal rules. Cambridge China Bridge can help organise the shipment information for your accountant.

Separate the stock movement from the internal supply

Supplies within a VAT group are usually disregarded. However, an intra-group supply involving goods moving from Great Britain to Northern Ireland triggers VAT accounting in the same way as moving your own goods. Cancelling the intercompany balance does not remove that movement charge.

Map the physical route before dispatch. Record the supplying and receiving companies, where the stock is held when supplied, and the dispatch and arrival evidence. Give the accountant the movement file alongside the internal transfer record.

Stock already in Northern Ireland has a separate test

For goods located in Northern Ireland when supplied, the intra-group disregard applies only if both members are established, or have a fixed establishment, there. If either member has establishments only in Great Britain, the representative member must account for VAT. Recovery remains subject to the normal rules.

Ask your tax adviser to confirm the establishment position rather than inferring it from a delivery address. Keep the conclusion with the transfer instructions so warehouse staff and finance use the same treatment.

Account for the charge and assess recovery

Under the own-goods rules, movement VAT is output VAT on the VAT Return. Input VAT recovery is subject to the normal rules. Within a VAT group, recovery depends on the group's use of the goods as a whole.

Ask the group accountant to document the charge and recovery separately. Include the stock description, valuation support, movement date and intended use. Avoid an accounting setting that silently excludes every internal stock transfer.

Check partial exemption before assuming no cost

Exempt activities can restrict recovery. Where an earlier purchase restriction and the movement charge would restrict input VAT twice, HMRC provides for reattributing previously unrecovered purchase VAT through the annual adjustment.

Flag affected stock before dispatch and retain the original purchase records. Ask the accountant to reconcile the original restriction, the movement charge and the proposed adjustment. For wider background, see import VAT recovery and partial exemption.

Keep the China purchase and onward transfer traceable

For China-sourced stock routed through a Great Britain warehouse, keep the factory purchase, arrival records and onward Northern Ireland transfer identifiable in your file. Use who is the importer of record for the purchasing roles and giving your accountant import VAT evidence for the earlier import paperwork.

Cambridge China Bridge has its own staff in China. Ask us to align factory packing lists and shipment references with your stock records, then have your group accountant confirm the VAT treatment before the onward transfer.

Frequently asked questions

Are GB-to-NI stock transfers within a VAT group disregarded?

Group membership does not remove the movement charge. HMRC applies the own-goods VAT rules to intra-group supplies involving this route.

What if the stock is already in Northern Ireland?

The disregard requires both members to be established, or have a fixed establishment, in Northern Ireland. Otherwise the representative member accounts for VAT.

Can the group reclaim all the movement VAT?

Recovery is conditional. Ask the accountant to assess the group's use of the stock and any partial exemption restriction.

What should I send the group accountant?

Send the route, company names, establishment assessment, transfer record, dispatch and receipt evidence, valuation support and intended use of the stock.
