Pre-Shipment Inspection in China: Gulf & Australian Buyers

Pre-shipment inspection in China checks finished goods against your agreed specifications before dispatch, usually through sampling. It helps you decide whether to release, correct or reinspect an order. Gulf and Australian buyers must separately confirm destination conformity, customs and biosecurity requirements.

What is pre-shipment inspection in China?

Pre-shipment inspection checks finished goods before dispatch, usually using randomly selected samples. The inspection brief should identify the purchase order, approved sample, specifications, packaging requirements and acceptance criteria.

Whether you are buying furniture for yourself, ordering stock for a small business or managing repeat imports, agree the scope according to product risks and purchase requirements.

A factory audit assesses the supplier and its capabilities; a goods inspection assesses the available shipment; laboratory testing examines specified properties. Read factory audits versus inspection reports before choosing the work.

When should you arrange the inspection?

Agree the inspection scope before production, then schedule the visit when the goods are finished and the packing status meets the inspection provider's agreed requirements. Confirm the actual production and packing status before the inspector travels.

Leave time for the written report, your decision, corrective work and any reinspection before dispatch. Where commercially possible, agree in the purchase terms that inspection and your acceptance decision happen before the final payment becomes due.

Require access to the whole declared lot so the inspector can select samples randomly across the relevant cartons, models and variants according to the agreed plan. Do not substitute a supplier-selected display for that selection.

If production is incomplete, cartons are inaccessible or the approved sample is missing, ask the report to record the limitation. Decide whether to postpone or accept a clearly limited inspection; do not treat it as an unrestricted shipment check.

AQL basics: agree the sampling plan before the visit

AQL means Acceptance Quality Limit. ISO 2859-1:2026 provides sampling schemes for inspection by attributes, indexed by AQL, for lot-by-lot inspection. Agree the applicable standard edition, lot definition, inspection level, AQL, sample selection and acceptance/rejection rules before sampling.

Sampling leaves a risk of accepting a lot containing defects. A pass is not proof that every item meets the specification. Do not use AQL as permission to knowingly ship defective goods.

Define critical, major and minor defects with product-specific examples. Specify separate treatment for safety concerns and checks that require laboratory evidence. Do not copy another product's acceptance limits without assessing your own risks.

Use the AQL sampling calculator to explore a proposed plan, then have the inspection provider confirm the applicable tables and rules.

What should inspectors check?

Use a written checklist tied to the approved sample and purchase specification. The table below is a suggested scope, not a claim that every inspection includes every check.

Agree tools, test methods, access and any destructive tests in advance. Visual appearance alone cannot establish chemical composition, electrical safety or compliance with every regulatory requirement.

Labels, instructions and accessoriesPhotographs matched to approved artwork and destination requirementsThe inspector needs the correct requirements supplied in advance.

What should the report contain, and who releases the goods?

Request shipment identification, inspection location and date, production and packing status, documents used, sampling details, defect counts, measurements, photographs and results against each agreed criterion.

Separate checks that passed from checks that failed, were not performed or could not be completed. Ask for the reason whenever evidence is missing.

Name the person authorised to decide whether the goods may be dispatched. If goods fail, agree corrective work and the evidence needed before release; a supplier's promise alone does not establish that the lot has been corrected.

For the detailed review process, use how to read a pre-shipment inspection report.

Gulf buyers: destination checks

Saudi Arabia: the official SABER shipment guide distinguishes regulated products with valid certificates of conformity from non-regulated products with importer self-declarations. Shipment certificates for regulated products require approval by the conformity assessment body. The product journey in SASO's lighting-standard presentation places shipment certification before customs clearance through FASAH.

Before release from China, ask the Saudi importer or broker to confirm the applicable product route and required conformity documents. Reconcile models, quantities and invoice details. A commercial inspection report does not replace the applicable SABER documents or guarantee customs release. Continue with buying from China to Saudi Arabia.

UAE: MOIAT provides conformity certification for products subject to technical regulations. Its service lists a product test report from an accredited laboratory among the requirements. Establish the applicable product requirements before production; an ordinary inspection report does not replace that certificate.

Give the inspector approved destination artwork and product identification to compare with the physical goods. Follow buying from China to the UAE for the destination guide.

For Qatar and other Gulf destinations, confirm the relevant national requirements instead of carrying over the Saudi or UAE document list. Use buying from China to Qatar for Qatar-specific planning.

These are destination checkpoints, not a universal Gulf clearance checklist. Recheck the official requirements for the actual product and shipment before dispatch.

Australian buyers: customs and timber-packaging checks

Distinguish Australian Border Force customs requirements from the Department of Agriculture, Fisheries and Forestry's biosecurity conditions. ABF states that companies and individuals do not need a general import licence, although particular goods can require permits.

DAFF accepts ISPM 15-compliant solid timber packaging or packaging meeting applicable alternative BICON conditions. Non-commodity timber packaging in containerised cargo must be declared and accompanied by appropriate documentation, such as an ISPM 15 compliance statement or evidence of alternative treatment.

Ask the inspector to photograph pallets, crates and markings and record visible contamination or pest concerns. DAFF explains that ISPM 15 treatment does not prevent later infestation; packaging must remain free of biosecurity risk material.

Check current BICON conditions for the goods and packaging before dispatch. Photographs do not replace required declarations, treatment evidence or border checks. Continue with buying from China to Australia.

Worldwide buyers: keep inspection and import clearance separate

For any destination, specify the product, inspect against that specification and separately establish the applicable import requirements.

For the EU, the European Commission describes a customs declaration as an official document giving details of goods and indicating the intention to place them under a customs procedure. For the US, CBP states that the importer of record remains responsible for correct entry documentation even when using a broker. A commercial goods inspection report does not replace these customs obligations.

UK example: under HMRC's transaction-value method, customs value is based on the price actually paid or payable for goods sold for import to the UK, with required adjustments. Import VAT valuation also includes applicable import duties and relevant incidental expenses, including transport and insurance to the first UK destination and transport-related expenses to a further UK destination known at importation. An inspection pass does not establish either valuation.

Frequently asked questions

My supplier sent photographs. Do I still need an inspection?

Photographs can help, but they do not establish how units were selected or what remains outside the frame. For an inspection, agree independent sample selection, checks and reporting against your specification.

Should I inspect before paying the balance?

Where commercially possible, agree that inspection and your acceptance decision happen before the final payment becomes due. Set this out in the purchase terms, and agree any changes to existing payment terms with the supplier in writing.

Does an AQL pass mean every item is good?

No. It means the sampled results met the agreed plan's acceptance criteria. Defects may remain in uninspected goods, and checks outside the scope remain unresolved.

Can the inspector prove that my goods use the right material?

The inspector can compare markings, documents and agreed measurements. Where composition matters, specify suitable laboratory testing rather than relying on appearance.

Will this report get my shipment through a Saudi port?

It does not replace the applicable SABER conformity and shipment documents. Have the Saudi importer or broker confirm the route and document requirements before dispatch.

Can I use the same paperwork for Saudi Arabia and the UAE?

Do not assume the document sets are interchangeable. Confirm the requirements for each destination and product, then give the inspector the corresponding identification and approved artwork.

My Australian shipment has wooden crates. What should I ask for?

Check BICON for the applicable packaging conditions and documents. Request photographs of the crates and markings and records of visible contamination. Photographs alone do not establish biosecurity clearance.

What happens if the inspection fails?

Hold your release decision, identify the affected goods and agree corrective work. Request evidence of correction and arrange reinspection where needed before authorising dispatch.

Is inspection included in a Cambridge China Bridge quote?

For goods orders placed with us, agreed audits and inspections are usually included. Complex third-party checks cost extra by prior agreement. Confirm the scope and charges in your quotation.
