FOB vs EXW: Differences and Which Is Better for Buyers
FOB puts export clearance and delivery on board the vessel on the seller. EXW puts collection, loading and export arrangements on the buyer. Choose according to the actual handover and workable export arrangements. For container-terminal handover before loading, air freight or courier shipments, consider FCA.

FOB vs EXW at a glance
For suitable sea shipments, FOB assigns more origin work to the seller than EXW. Compare the complete landed cost before choosing.
The comparison below follows Incoterms® 2020 under normal performance, with customs formalities applying where required. Agree the precise location and any contractual changes in writing.
| Issue | FOB | EXW |
|---|---|---|
| Who pays? | Seller covers delivery on board at the named shipment port; buyer pays onward carriage and destination costs. | Seller makes goods available at the named place; buyer pays collection, loading and onward costs. |
| Risk transfer | When goods are on board the nominated vessel at the shipment port. | When goods are placed at the buyer’s disposal at the agreed point, before loading. |
| Customs clearance owner | Seller handles export clearance; buyer handles transit and import formalities, where applicable. | Buyer handles applicable export, transit and import formalities; seller assists with documents and information at the buyer’s request, risk and cost. |
| Insurance | Neither party must insure for the other under the rule. | Neither party must insure for the other under the rule. |
| Typical use | Sea or inland waterway cargo delivered directly on board. | Collection at an agreed factory or warehouse; requires care for export purchases. |
| Main buyer risk | Mistaking the shipment port for the destination, or using FOB when actual handover occurs earlier. | Taking loading and collection risk before having workable export arrangements. |
What do FOB and EXW mean on a Chinese quote?
For goods shipped from China, a FOB quote should identify the Chinese port of shipment. An EXW quote should identify the named collection place and preferably the precise handover point. Specify Incoterms® 2020 if that is the agreed edition.
Read the FOB meaning guide and EXW meaning guide for each rule’s detailed obligations. Use the Incoterms overview to understand the wider framework.
A named port in a FOB quote does not mean international freight is included. For EXW, ask the forwarder to confirm the full collection and export scope.
How the price changes: compare cost lines, not headline prices
Ask the supplier to quote the same goods, quantity, packaging, currency and readiness window under both terms. Then ask your forwarder to identify which origin services overlap with the supplier’s quotation.
Changing from EXW to FOB expands the seller’s delivery obligations. Ask how those services are reflected in the price rather than assuming a fixed surcharge.
Compare the complete route to the same destination. Use the Incoterms price converter to organise the comparison, then replace estimates with written supplier and forwarder quotations.
| Cost line | Starting from EXW | Starting from FOB |
|---|---|---|
| Goods and agreed packaging | Check exactly what the supplier includes. | Keep the specification identical for comparison. |
| Collection loading and inland transport | Obtain a separate scope and charge. | Check that delivery to the agreed shipment port and onward to the vessel is covered. |
| Export clearance and origin handling | Confirm the arrangement and all related charges. | Reconcile the seller’s delivery scope with the forwarder’s origin charges to avoid double counting. |
| Loading on board | Include the service in the origin transport arrangement. | Falls within the seller’s FOB delivery obligation. |
| International carriage and cargo insurance | Obtain separate quotations as required. | Still budget separately; FOB does not include these automatically. |
| Destination handling, clearance, taxes and final delivery | Include applicable charges for the chosen destination. | Include the same destination scope for a fair comparison. |
Decision checklist: which should you choose?
Choose FOB only where on-board delivery matches the shipment. Confirm the port, loading point, booking responsibilities and delivery evidence.
Consider EXW only after confirming who will load, collect and arrange export clearance, which documents and information the supplier must provide, and whether your providers can carry out the plan.
For containers handed to a carrier at a terminal before vessel loading, or for air and courier transport, consider FCA. ICC also recommends considering FCA where the buyer anticipates difficulty obtaining export clearance under EXW.
Check insurance against the actual risk transfer point. Ask whether collection, loading, temporary storage and onward transit are covered.
Compare the work you can realistically supervise and the complete quoted cost before accepting either term.
China example: a container order collected in Ningbo
Illustrative scenario, not a reported customer shipment: a buyer purchases household goods from a factory near Ningbo. The supplier offers EXW at the factory or FOB Ningbo, and the forwarder plans to receive the goods at a container terminal.
Before accepting EXW, the buyer asks for a written collection and export plan, including loading, documents and responsibility for damage. Before accepting FOB, the buyer asks how the seller’s on-board delivery obligation fits the earlier terminal handover.
Because the planned handover occurs before vessel loading, the buyer requests an FCA alternative naming the precise terminal handover point. The final comparison includes origin services, international carriage and destination delivery, without counting any service twice.
Choose the term around the physical handover and workable paperwork, then compare the complete cost.
Destination taxes: a short UK example and other markets
For an import into Great Britain, HMRC guidance includes relevant transport, loading, handling and insurance costs up to the UK place of introduction in the customs value. Add applicable costs only where they are not already included; an EXW or FOB invoice alone may not give the complete customs value.
For import VAT, start with the customs value and include applicable Customs Duty, excise duty and other import charges, excluding import VAT itself. Include relevant incidental expenses to the first UK destination and those arising from transport to a further UK destination known at importation, without double counting.
Apply the destination’s own rules elsewhere. European Commission guidance bases import VAT on customs value with specified additions. US CBP guidance excludes qualifying international freight and insurance costs from transaction value; deductions from an inclusive price must reflect actual, supported costs. Do not apply the UK calculation worldwide.

Which neighbouring terms should you compare?
Start with FCA when seller-managed export clearance and delivery to the buyer’s nominated carrier or person better match the route.
For suitable sea shipments where you want the seller to arrange freight, compare CFR and CIF. Under both, risk transfers at the shipment port when goods are on board, rather than on arrival.
If your question is about delivery to your address and import responsibilities, read DAP and DDP. Use the Incoterms chart to compare responsibilities.
What to send for a quote check
For a quote check, prepare the supplier’s quotation, product and packaging details, proposed handover location, destination and forwarder’s charge breakdown.
Ask for unresolved loading, clearance and origin-charge responsibilities to be identified before you accept the order.
Frequently asked questions
Is FOB better than EXW for my first order from China?
For suitable sea cargo, FOB assigns more origin work to the seller. For container-terminal handover before loading, air freight or courier delivery, consider FCA. Confirm the route and responsibilities before choosing.
Why is my EXW quote cheaper?
EXW assigns fewer delivery obligations to the seller. Collection, loading, export arrangements and transport may be charged separately. Check what each quotation includes and compare matching specifications and destination scope.
Does FOB include shipping to my country?
FOB does not require the seller to pay international freight. The named port is the shipment port where on-board delivery takes place. Check any additional services agreed in the quotation.
Can my forwarder handle an EXW purchase?
Ask the forwarder to confirm the collection and export arrangements in writing, including the parties involved and required documents. Confirm the supplier’s assistance obligations separately.
Who carries the risk if the factory damages goods during EXW loading?
EXW delivery normally occurs before loading. If the seller will load, agree responsibility for loading damage expressly. Under FCA at the seller’s premises, loading forms part of the seller’s delivery obligation.
Can I use FOB for air freight?
FOB is restricted to sea and inland waterway transport. Consider FCA for delivery to an air carrier or another person nominated by the buyer.
Will choosing EXW reduce my import tax?
A smaller supplier invoice does not establish a lower taxable value. Customs valuation follows the destination’s rules and may require adjustments for costs invoiced separately.
Do FOB or EXW include cargo insurance?
Neither rule requires one party to buy insurance for the other. Confirm your cover, its starting point and any exclusions before collection or shipment.
