CIF Meaning: Cost, Insurance and Freight Explained

CIF means Cost, Insurance and Freight. Under Incoterms 2020, the seller pays freight and minimum cargo insurance to the named destination port, but risk normally passes when goods are on board at the shipment port. CIF is for sea and inland waterway transport; it is not an all-inclusive delivered price.

CIF: who pays and who carries the risk?

Paying for transport and carrying cargo risk are separate responsibilities. The table shows the normal CIF allocation; risk here means loss of or damage to the goods.

What should a Chinese CIF quote say?

Name the destination port and edition: for example, CIF Felixstowe, Incoterms 2020. Also confirm the shipment port, cargo description, packaging, shipping documents and insurance evidence.

Compare responsibilities using the Incoterms guide and Incoterms chart. For container cargo handed to a carrier at a terminal before vessel loading, consider whether CIP better matches the transport arrangement.

Are destination charges included in CIF?

CIF does not automatically include all destination charges. Obtain an itemised arrival-cost quote before confirming the purchase order.

There is an important exception: unloading charges allocated to the seller under its carriage contract are payable by the seller. The seller cannot recover those unloading costs separately from the buyer unless otherwise agreed.

For the detailed checks, read China CIF quotes and destination port charges. UK-bound buyers can also use cheap CIF quotes and UK destination charges.

What does the included insurance cover?

Under Incoterms 2020, CIF defaults to minimum cover under Institute Cargo Clauses (C), or similar clauses, unless otherwise agreed or customary in the particular trade. This is limited cover; the word insurance does not promise compensation for every loss.

Ask for the policy or certificate and check the insured journey, exclusions and claims procedure. Agree any broader cover before shipment, including its price.

Worked example: China to the UK

Illustrative purchase: machinery ships from Ningbo under CIF Felixstowe, Incoterms 2020. The seller pays sea freight and the required insurance to Felixstowe. Cargo risk normally transfers when the machinery is loaded on board at Ningbo, before the voyage begins.

The buyer budgets separately for arrival charges allocated to the buyer, import clearance, applicable taxes and delivery to the final address.

For this UK example, if HMRC's transaction-value method applies, customs value must include relevant transport, loading, handling and insurance costs to the UK border. Add amounts not already included; do not add freight and insurance already included in the CIF price again. Other valuation adjustments may still be required. Use the customs value builder to organise the cost breakdown.

Import VAT valuation starts with customs value and includes applicable customs duty, levies, excise duty and other import charges, excluding VAT itself. It also includes relevant incidental expenses to the first UK destination, plus those resulting from transport to a further UK destination known at importation. Avoid double counting.

For other destinations, check the importing country's customs valuation and tax rules separately. CIF itself does not determine the local tax bill.

What should buyers confirm before paying?

Request a written breakdown showing what is included, what remains payable and who will invoice each remaining charge.

Agree product specifications, inspection requirements, payment terms and the transfer of ownership in the purchase contract. Incoterms allocate delivery responsibilities, costs and risk; they do not replace the rest of that contract.

Frequently asked questions

Does my CIF price include delivery to my address?

Normally no. CIF names a destination port. Ask for a separate onward-delivery quote and confirm the arrival costs.

If my supplier pays freight, do they carry the risk until arrival?

No. Risk normally passes when the goods are loaded on board at the shipment port, even though the seller pays carriage to destination.

Can I still get a destination-port bill?

Yes. Request an itemised breakdown and reconcile it against the seller's carriage contract before paying disputed items.

Does CIF insurance cover every kind of damage?

No. The default is limited cover. Check the actual policy and agree broader protection if your goods need it.

Can I use CIF for air freight?

No. CIF is for sea and inland waterway transport. Use a rule suitable for the actual transport arrangement.

Is the CIF invoice automatically my UK customs value?

Not necessarily. Relevant border delivery costs must be included without duplication, and other customs valuation adjustments may apply.
