Start with your product and destination market

Assess whether a manufacturer can make your product consistently, supply the evidence your market needs and accept workable commercial terms. Check these points alongside the unit price.

Whether you are an individual launching a brand, a small business or a larger importer, send each candidate the same brief: product type, intended users, sales countries, proposed claims, formula route, packaging, initial quantity and likely repeat orders.

Ask which named business will contract with you, which site will manufacture and fill the product, and whether any work is subcontracted. Compare candidates against that brief rather than their catalogue size.

Which type of Chinese cosmetic manufacturer fits your project?

For an OEM proposal, ask whether production will follow your specification or formula. Establish who will provide the manufacturing instructions, raw-material specifications and scale-up work. Agree formula rights explicitly rather than relying on the label.

For an ODM proposal, ask what formulation or development work the manufacturer will undertake. Establish whether the proposal uses a stock private-label formula or includes custom development. Ask what is exclusive, what can be changed and what information you receive.

Assess relevant experience with your product format and process. If you use a sourcing or trading business, request the actual manufacturer's identity and site evidence. Define the responsibilities described as OEM, ODM or private label in the contract.

Check licences, GMP and testing evidence before comparing quotations

China's Cosmetics Supervision and Administration Regulation provides for provincial drug regulators to issue cosmetic production licences. Ask for the actual manufacturer's complete licence and check the business, production address, permitted scope and validity against official regulator records.

ISO 22716:2007 provides guidelines for cosmetic production, control, storage and shipment. ISO does not issue certificates. If a supplier claims certification, obtain the complete certificate and verify its status, site and scope with the issuing certification body.

The following is a buyer's comparison checklist, not a claim that any factory has passed. Record documents as supplier-claimed until independently checked; distinguish checked records from observed capability and unresolved questions.

For the detailed document-checking process, see verifying a cosmetic factory's GMP evidence.

Ingredient filing is not a blanket approval of the formula

Chinese rules distinguish registration and filing of new cosmetic ingredients. Ask which requirements apply to the proposed ingredients and obtain the relevant references where applicable. Assess your destination market's requirements separately.

Ask the manufacturer to identify the applicable Chinese product route as well. Article 37 of the cosmetic registration and filing documentation rules provides for filing of export-only special and ordinary cosmetics. Do not treat an export-only filing as evidence of compliance with domestic-market requirements.

Agree how confidential formula information will reach your appointed safety or regulatory specialist. For example, the EU safety-report guidance calls for qualitative and quantitative composition information; obtain the assessment information needed rather than relying on a marketing ingredient list.

Agree MOQ and formula rights before paying for development

Ask what drives the minimum order: mixing equipment, filling setup, fragrance, shade, printed packaging or a component supplier. Request the minimum and price for each variant, plus responsibility for leftover bulk and packaging.

For a stock formula, clarify your right to use it and whether other brands can buy it. For custom development, agree ownership of the starting formula, modifications, manufacturing instructions, test data and any buyer-funded tooling.

Specify who can access confidential information, what happens if the factory stops supplying and whether transfer to another manufacturer is permitted. Obtain explicit written ownership and licensing terms before paying development charges.

If continuity matters, read switching cosmetic factories while keeping the same formula. For a smaller launch, explore small-order sourcing with the formula and packaging requirements already defined.

Use samples to establish a controlled production specification

Begin with development samples, document requested changes and approve an identified formula revision. Then assess a representative production or pilot sample in the intended packaging. Retain labelled reference samples and record what was approved.

Agree a testing plan with an appropriate specialist. Consider stability under expected storage and transport conditions, microbiological quality, preservative efficacy where applicable, and formula–packaging compatibility. EU safety-report guidance addresses stability, composition and packaging; use it as a market-specific reference.

Request protocols, acceptance criteria, sample identities, results and the basis for the proposed shelf life. Have the specialist assess whether the evidence supports the intended product and packaging rather than relying on appearance or a short accelerated test.

Require written approval before changing ingredients, raw-material suppliers, processing or packaging. For component changes, follow qualifying replacement cosmetic pumps and closures.

Red flags that should stop the next payment

Pause if the supplier will not identify the manufacturing site, provides unexplained licence mismatches, refuses certificate verification or substitutes unrelated test reports.

Request substantiation for promises that a certificate makes the formula suitable for every country, shelf-life guarantees without supporting data, or an ingredient filing described as worldwide approval.

Do not proceed while essential formula information is inaccessible, subcontracting is undisclosed, or the supplier can change materials without your approval. Request evidence and a written resolution before committing further money.

If you sell in the US or EU

US — checked on 2026-10-18: FDA explains MoCRA facility-registration and product-listing duties, with exemptions. Establish the factory's registration position and who is responsible for product listing. Registration and listing do not indicate FDA approval; FDA does not issue certificates verifying compliance with these requirements.

US entry and tariffs — checked on 2026-10-18: CBP states that the importer remains responsible for compliant importation when using a customs broker. Before accepting a landed-cost quote, request a current tariff assessment for the product's classification and origin, including applicable China Section 301 duties and exclusions covered by USTR's guidance.

EU — checked on 2026-10-18: cosmetics require an EU-established responsible person, a safety assessment and cosmetic product safety report, and notification through CPNP before market placement. Select a manufacturer able to supply the necessary formula, manufacturing and safety information. Verify these product obligations separately from any factory GMP certificate.

UK example: separate factory price from import cost

Under HMRC's transaction-value guidance, customs value includes transport, insurance, loading and handling connected with delivery to the UK border, adding these costs where not already included. Import VAT valuation starts with customs value and adds applicable import duties and charges, excluding import VAT itself, plus relevant incidental expenses to the first UK destination and a further UK destination known at import.

Request a quote that identifies the delivery terms and included costs so the same expense is not counted twice. For the product-specific route, read private-label cosmetics and skincare from China: UK rules.

How a manufacturer verification works

Define the named business, production site, product, destination market and claims to check. Agree whether the scope includes regulator-record checks, certificate enquiries, review of relevant production and testing documents, and site verification.

Require the report to state what was checked, when and against which source, separating supplier claims, observed conditions, confirmed records and gaps. Agree corrective actions, sampling and any independent testing before deciding whether to place an order.

Discuss the proposed scope with Cambridge China Bridge through factory verification or private-label cosmetics sourcing. Request written confirmation of deliverables, included checks, inspections, third-party work and fees before commissioning the work.

Use verification findings alongside order-specific production controls, batch-release evidence and inspection arrangements. Do not treat a verification report as a guarantee of future batches.

Frequently asked questions

How do I shortlist cosmetic contract manufacturers in China?

Send the same product and destination-market brief to each candidate. Shortlist those that disclose the actual factory, provide checkable licence and GMP evidence, explain testing, and accept clear formula and change-control terms.

Is OEM or ODM better for my first skincare product?

Choose according to the formulation work and rights you need. Clarify what the supplier will develop, what you must provide, whether the formula is shared and what information you can obtain.

Does an ISO 22716 certificate mean the factory is approved for my country?

No. Verify the certificate's issuer, status, site and scope. Establish the applicable product requirements for your destination market separately.

What is a reasonable MOQ for a small cosmetics brand?

Request project-specific minimums for bulk production, filling, each variant and packaging. Compare the total financial commitment, repeat-order terms and responsibility for leftover stock.

Do I own the formula if I pay a development fee?

Obtain explicit written terms on ownership, permitted use, disclosure, exclusivity and transfer before paying. Do not rely on the development fee as evidence of agreed formula rights.

Can I skip stability testing if the sample looks good?

Have a suitable specialist define the stability, microbiological and packaging-compatibility evidence needed for your formula, packaging, use and market. Do not base that decision on appearance alone.

The supplier sent an ingredient filing number. Is that enough?

Check what the reference covers and its current official status. Assess the finished formula against your destination market's requirements separately.

Should I reject a supplier because the licence name differs from the seller?

Pause and establish the relationship. Require clear disclosure of the licensed manufacturer and production site, contracting responsibilities and any subcontracting before deciding.

What should I receive from a factory verification?

Require a scoped report identifying the business and site, sources and checks, findings, unresolved claims and recommended actions. Confirm whether site work and laboratory testing are included.
