Must Chinese factories print UK recycling labels?
Not simply because the packaging is supplied to the UK. PackUK says packaging EPR imposes no recyclability labelling obligations. Separate that position from voluntary labels, retailer specifications and other product labelling checks before printing. Coordinate your factory brief with Cambridge China Bridge.

What PackUK actually says
PackUK's supplementary guidance says there are no legal obligations relating to recyclability labelling under packaging extended producer responsibility. A request to print a recycling symbol therefore needs a more specific explanation than ‘EPR requires it’.
Keep the conclusion within its scope: it concerns recyclability labelling under packaging EPR. For importer reporting and packaging data, read our UK packaging EPR guide. Treat the artwork decision and the reporting decision as separate checks.
Separate voluntary labels from retailer instructions
Defra's historical impact assessment describes producers choosing to label packaging without joining a scheme. A voluntary recycling label and a customer's packaging specification should be checked separately from PackUK's statement about EPR.
If a retailer requests a label, ask for its current packaging manual, the exact wording and symbol, the components covered and its approval contact. For a named scheme such as OPRL, ask the buyer or scheme operator to confirm permission to use the artwork and the applicable instructions. Do not let the factory copy a logo from another customer's box.
Check whether the source is an old proposal
The earlier government consultation response discussed proposals for mandatory labelling. That historical policy discussion does not establish a current printing obligation: PackUK's current supplementary guidance explicitly states that packaging EPR has none.
When someone supplies an old deadline or presentation, ask for the current official source and the passage covering your packaging. Record whether the instruction comes from current guidance, a historical proposal, a voluntary scheme or the customer. Recheck before authorising a repeat print run rather than carrying forward an unexplained note.
Give the factory a component-specific brief
List the box, bag, tray, sleeve and inserts separately. Ask for their materials, coatings, laminates, adhesives and weights, tied to the approved sample. Avoid approving a whole-pack recycling message from a description that covers only the outer carton.
Send approved artwork with a revision name, placement instructions and a written approval record. Ask the factory to flag material substitutions before printing. Use our custom printed packaging guide for physical proofs and production checks.

Release artwork with a clear decision record
Keep the reason for each recycling message beside its supporting material information and customer approval. If the proposed message cannot be supported, hold that artwork for clarification. An attractive symbol is not evidence of the packaging's composition.
Include a separate product labelling review using our checks before packaging is printed. Cambridge China Bridge's staff in China can coordinate supplier questions and compare production packaging with the buyer-approved proof; the buyer should retain the approval record.
Frequently asked questions
Does UK packaging EPR require recycling labels?
No. PackUK says packaging EPR imposes no recyclability labelling obligations. Keep EPR reporting checks separate from the decision about printed recycling messages.
Must my Chinese factory print an OPRL label?
PackUK's EPR statement does not require one. If your buyer specifies OPRL, confirm the applicable scheme instructions and artwork permission before asking the factory to print it.
Can a retailer still ask for recycling labels?
Treat its request as a customer specification to verify. Obtain the current manual and written artwork approval, and ask it to identify the basis for any claimed legal requirement.
Can I use an old mandatory labelling deadline?
Do not approve printing from an old proposal alone. Ask for the current official source; PackUK's supplementary guidance says packaging EPR has no recyclability labelling obligations.
