Is a Third-Party Inspection Enough for Amazon FBA?

No—a third-party inspection alone is not enough for Amazon FBA. It can check sampled goods, packaging and agreed labels, but cannot replace applicable safety testing, compliance documents or Amazon’s marketplace-specific requirements. A passing inspection does not guarantee listing approval or warehouse acceptance.

What does an inspection pass actually mean?

A pre-shipment inspection answers a defined question: did the goods examined meet the agreed inspection criteria? Its conclusion is limited to the checks performed and does not establish that every unit is defect-free or that all safety and Amazon requirements have been met.

Whether you are starting a selling business, importing a small order or managing a purchasing team, review three matters separately: conformity with your specification, product compliance evidence and the destination marketplace’s FBA requirements.

Identify the destination market and Amazon store before approving production. Check the applicable requirements for that destination rather than assuming UK, EU and US requirements are interchangeable.

What should a pre-shipment inspection cover?

Define the inspection scope before booking. Give the inspector the approved sample, purchase specification, product variants, packaging artwork, label files and applicable Amazon requirements. Ask the inspector to confirm which checks are included.

Request checks of workmanship, dimensions, colour, accessories and agreed functions. Ask the report to identify the units examined, the sampling method, any checks covering the whole shipment and any checks that could not be completed.

Request checks of retail packs, protective materials, seals, sets, warning labels and shipping cartons. Ask for measured packed dimensions and weights rather than estimates. Use the Amazon packaging, size and fee check when reviewing the UK shipment.

Ask the inspector to scan the barcode on the finished packaged unit and compare the decoded identifier with your approved product and variant mapping. Check both readability and the identifier’s correspondence with the intended product.

Request checks of carton condition, contents against the packing list, quantities in opened cartons and shipment-label placement. If labels will only be applied after inspection, record that limitation and arrange a separate check.

Where the applicable Amazon packaging rule requires a drop test, include that procedure explicitly. Record the package tested, method, result and any damage photographs. Specify whether you are testing a shipping carton or an individual unit’s packaging; assess product safety compliance separately.

Does AQL sampling mean the whole order is good?

No. ISO 2859-1 describes acceptance sampling for lot-by-lot inspection. A sampling result supports a decision about the lot; it does not mean every item was examined or guarantee that the shipment contains no defects.

Agree the sampling standard and edition, lot definition, inspection level, defect classifications and acceptance criteria. Assess safety-related concerns separately rather than treating an allowance for cosmetic defects as evidence of safety compliance.

Use the AQL sampling calculator to explore a plan, then confirm its suitability and settings before use. For interpreting sample sizes, findings, exclusions and conclusions, read how to read a pre-shipment inspection report.

Inspection vs lab test vs factory audit

These services answer different questions. Agree each service’s scope and choose the evidence needed for the product and shipment.

What each type of assessment can establish
AssessmentMain questionUseful evidenceWhat it cannot establish alone
Pre-shipment inspectionDoes this shipment match the agreed specification?Sampled workmanship, measurements, agreed functions, packaging and label findings.Every unit’s quality, hidden safety characteristics or complete legal compliance.
Laboratory testingDo the tested samples meet the specified test requirements? Results for defined safety, chemical, electrical or other applicable tests within the laboratory’s scope. That every shipped unit matches the tested sample, or that all packaging and listing requirements are satisfied.
Factory auditCan the supplier’s facilities, processes and controls support the proposed work?Observations and records about capability, quality controls and management systems within the agreed scope. That a particular finished shipment passes inspection or has the required safety-test results.

What does Amazon itself require?

The official sources were reviewed on 18 October 2026, including search-indexed content from the listed Seller Central pages. This is the review date, not a policy publication date. Confirm the current instructions for your destination store before shipment.

Product compliance documents: Amazon’s US guidance describes certificates, laboratory reports, compliance markings and other documentation it may request. Provide evidence meeting the particular request; do not assume a routine goods-inspection report can replace it.

Unit barcodes: Amazon’s UK guidance distinguishes manufacturer barcodes from Amazon barcodes, including FNSKU labels. It states that resellers must use Amazon barcodes even where manufacturer barcodes exist; eligible brand owners can use manufacturer barcodes. Confirm your eligibility and barcode settings before printing.

Packaging: Amazon’s UK product packaging guidance covers general requirements and preparation for specific product categories, including drop testing for certain packaging. Put the applicable requirements into the inspection instructions.

Shipping cartons: Amazon’s US guidance requires each shipping box to have its own FBA box ID label printed from the shipment workflow. It also addresses carrier labels and requires accurate carton weights and dimensions. Check the corresponding destination-store instructions.

What cannot inspection prove about product safety?

Do not rely on visual inspection, basic function checks or barcode scanning as evidence of restricted chemical content or electrical insulation performance. Determine which tests and conformity assessment procedures apply to the product.

GOV.UK explains that conformity assessment can involve product design, manufacturing controls, technical documentation and testing. Safety information, traceability and appropriate marking may also be required. Check the product-specific rules and distinguish Great Britain from Northern Ireland.

Before relying on a laboratory report, check its authenticity, test scope and coverage of the actual product, materials and configuration. Investigate differences between the tested sample and production goods.

Use a factory audit to investigate production controls within its agreed scope. Review shipment findings and test evidence separately. See factory audits versus inspection reports for the comparison.

How should buyers decide whether to release the shipment?

Before production, identify destination-market requirements, obtain the applicable Amazon instructions and agree the product specification. Determine what needs testing and what the inspector will check.

Before shipment, review the inspection findings alongside the compliance file and final packaging evidence. Resolve failures, incomplete checks and mismatched documents before making the release decision.

After rework, obtain evidence addressing the original failure. Agree whether reinspection, revised packaging checks or further testing is needed. Retain the approved files, report, photographs and written release decision.

For a first small order, ask for an explanation of every unchecked item. For larger or repeat orders, share the approved specifications and change records across purchasing, quality and logistics teams.

UK example: customs value and import VAT are separate checks

Where transaction value is the applicable valuation method, HMRC bases customs value on the price actually paid or payable, with required adjustments. Relevant transport and insurance costs to the UK border are included; do not add costs again if already included.

Import VAT valuation starts with customs value, subject to the applicable adjustments. Add relevant import duties and charges, excluding VAT itself, and qualifying incidental expenses not already included. These include transport to the first UK destination and to a further UK destination known at importation. Check HMRC’s exclusions and special rules.

Review the customs declaration and tax treatment separately from the inspection result. For the broader UK selling route, follow selling China-sourced products on Amazon UK. For other destinations, consult the relevant customs authority.

Frequently asked questions

My inspection passed. Can I send the goods straight to Amazon?

Review the remaining requirements first: product compliance evidence, final labels, packaging and shipment instructions. Resolve incomplete checks before deciding whether to ship.

Will Amazon accept my inspection report instead of a lab report?

Do not assume so. A goods-inspection report records the agreed shipment checks. If Amazon requests a laboratory report or certificate, provide evidence meeting that request.

Does every product need an FNSKU label?

Check the destination store and your eligibility. Amazon’s UK guidance requires resellers to use Amazon barcodes; eligible brand owners may use manufacturer barcodes. Confirm the applicable settings before printing.

Can the inspector check that my barcodes are correct?

Request this explicitly and provide the approved product and variant mapping. Ask for scans of the finished packaged units and comparison of the decoded identifiers with that mapping.

Is a carton drop test enough to prove the product is safe?

No. Its result concerns the specified test and conditions. Assess applicable chemical, electrical and other product safety requirements separately.

Do I need both a factory audit and an inspection?

Decide from the evidence you need. An audit examines supplier capability and controls within its scope; shipment inspection examines the finished order against agreed criteria.

Can I use the supplier’s existing test report?

Check authenticity, product coverage, materials, configuration, test scope and suitability for the destination and Amazon request. Resolve any mismatch before relying on it.

I am placing a small first order. Can I skip compliance testing?

Do not assume a small order is exempt. Determine the product and destination requirements before production, then budget for the testing and documentation they require.
