Sourcing wood fibre softboard from China
Wood fibre softboard insulation panels from China pay a flat 6% UK duty. Confirm with the relevant construction-products authority which declaration of performance and marking requirements apply to the intended construction use. The importer must carry out timber due diligence. Cambridge China Bridge sources wood fibre softboard insulation panels.

Softboard classification and a flat 6% duty
Heading 4411 covers fibreboard of wood or other ligneous materials, whether or not bonded with resins or other organic substances. For non-MDF softboard with density not exceeding 0.5 grams per cubic centimetre, the relevant lines distinguish raw, unworked and uncovered board from other board. The table shows product variants sharing these tariff lines.
Read from the UK Trade Tariff on 1 October 2026, these lines carry 6% duty for goods from China. The supplied tariff data records no anti-dumping or countervailing duty, suspensions or attached import controls for these lines. Fibreboard remains within the UK Timber Regulations: the business first placing it on the Great Britain market must carry out due diligence on timber legality.
Confirm the commodity code using the manufacturing process, measured density, mechanical working and surface covering. Do not classify by the supplier's description of insulation alone. See the MDF and fibreboard guide for the wider heading.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Raw, unworked and unfaced wood fibre softboard for wall insulation | 4411 94 10 00 | 6% | None |
| Mechanically worked wood fibre softboard insulation panels | 4411 94 90 00 | 6% | None |
Specify insulation performance and installation
State whether the panels are for roof, wall or floor insulation and identify the proposed build-up. Specify thickness, dimensions, density, edge profile, facing, binder and additives. Agree declared thermal conductivity, thermal resistance at the ordered thickness, moisture behaviour and the strength needed for handling and installation. Request supporting reports that identify the actual board type.
For construction products within the applicable rules, conformity assessment and a declaration of performance are required. Legitimately affixed CE marking remains accepted for the Great Britain market; confirm any proposed UKCA marking route with the relevant construction-products authority. Confirm the applicable insulation standard with your testing and certification adviser. Match the declaration and supporting reports to the intended use, facing and formulation.
For timber due diligence, obtain the fibre species, country of harvest and supporting legality documents before ordering. Ask the factory to identify any changes in fibre source during production. Agree packaging that protects corners and edges without crushing the panels, and storage instructions for keeping boards flat and dry.
Worked duty example
Illustrative example, not a quote: One container of raw wood fibre softboard insulation panels, illustrative only under 4411 94 10 00, invoiced at £14,000 free on board, with £2,600 of freight and insurance to the UK. The customs value is £16,600. Duty at 6% is £996. Import VAT at 20% is charged on the customs value plus duty, £17,596, so it is £3,519.20. Import taxes total £4,515.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £996 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Dimensions and edges: measure thickness across sample panels, check length, width and squareness, and trial-fit adjoining profiles. Look for crushed corners, torn edges and gaps at joints.
Moisture and condition: inspect bundles on arrival for wet wrapping, staining, mould, swelling and bowing. Compare moisture measurements with the agreed specification before releasing stock.
Performance evidence: match thermal and fire-performance reports to the ordered thickness, density, facing and additives. Check that the declaration of performance and conformity marking identify the supplied product.
Packing and traceability: check bundle identifiers against the shipment records, inspect pallet support and edge protection, and record damage during unloading. Include these checks in the inspection brief.

What goes wrong
Watch for moisture damage and compression during transport. Swollen boards, crushed profiles and uneven thickness can leave gaps or prevent panels fitting the intended build-up. Check beneath the outer wrapping and compare panels from different bundles rather than accepting an undamaged top sheet as representative.
A report for an unfaced panel may not describe the faced or treated board supplied. Density alone does not establish thermal performance. Changes to binders, additives or fibre sources can leave the paperwork describing a different product. A conformity mark does not establish suitability for a particular use, so have the project specifier review the evidence before ordering.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on wood fibre softboard from China?
The relevant softboard lines carry 6% duty in the supplied tariff data, read on 1 October 2026. No anti-dumping or countervailing duty or suspension is recorded.
Do wood fibre insulation panels need UKCA or CE marking?
For products within the construction-product rules, obtain conformity assessment, a declaration of performance and the appropriate marking. Legitimately affixed CE marking remains accepted in Great Britain.
What timber documents should I ask the Chinese factory for?
Obtain fibre species, country of harvest and evidence of legal harvesting. Confirm with the relevant authority or your customs broker whether the supplied fibreboard is within the UK Timber Regulations and what due diligence applies to the importer first placing it on the Great Britain market.
What should I check when softboard insulation arrives?
Check moisture, swelling, bowing, thickness, crushed edges and joint fit. Match bundle identifiers and performance documents to the delivered panels, including their facing and additives.
