A flat 6%
Read from the UK Trade Tariff on 25 September 2026, medium density fibreboard in every thickness band, high density fibreboard, laminate floor coverings on HDF and other fibreboard of heading 4411, raw or mechanically worked or surface covered, carried 6% duty on goods from China, with no anti-dumping measure.
Particleboard and OSB are in heading 4410 and plywood in 4412, and furniture made from MDF is classified as furniture; confirm the commodity code from the density, thickness and surface.

Construction panels and timber legality
Wood-based panels used in construction are covered by the harmonised standard EN 13986, so under the Construction Products Regulation as it applies in Great Britain they need a declaration of performance and UKCA or CE marking, which states the formaldehyde class, usually E1, and the reaction to fire. The product specification for fibreboards, including MDF, is the EN 622 series, and laminate flooring is specified to EN 13329.
Fibreboard is within the UK Timber Regulations 2013, so the business placing it on the GB market must know the species and country of harvest and carry out due diligence on the risk of illegal timber. Ask the mill for the fibre sources and any chain of custody certificate, such as FSC or PEFC.
Worked duty example
For a made-up shipment of one container of 18 mm HDF panels under 4411 14 93 00, add the £2,600 of freight and insurance to the £14,000 free-on-board price and customs sees £16,600. At 6%, duty on these fibreboard panels is £996; import VAT of £3,519.20 is 20% of the value with duty added. Together that is £4,515.20, but a VAT-registered importer usually gets the VAT back. What goes wrong
MDF fails on density, moisture and emissions. Boards with a soft core crumble at screw holes and edges, thickness varies across the sheet so it will not machine to size, and panels that leave the press too dry or too wet warp in the UK climate. A board sold as E1 that was made with cheaper resin can emit more formaldehyde than declared, and moisture-resistant grades are sometimes plain board with a green dye.
Ask for test reports on density profile, internal bond, thickness swelling and formaldehyde emission for the actual production batch, measure thickness across sample sheets, check moisture content on arrival, and at inspection check edges, surface defects, stacking on flat pallets and edge protection. Store sheets flat and covered when they land.
