Sourcing fire-retardant MDF from China

Fire-retardant MDF from China carries a flat 6% UK duty across the relevant lines, with no anti-dumping or countervailing duty in the snapshot. Confirm with the relevant authority whether the construction panels need a declaration of performance and UKCA or CE marking. Match the fire evidence to the intended use. A flat 6% duty on fire-retardant MDF

Heading 4411 covers fibreboard of wood or other ligneous materials, whether bonded with resin or other organic substances or not. This guide covers fire-retardant MDF sheets. The relevant MDF lines distinguish thickness, mechanical working or surface covering and, for worked or faced boards, density.

Read from the UK Trade Tariff on 1 October 2026, all relevant MDF lines carried 6% duty for goods from China. The supplied snapshot lists no anti-dumping or countervailing measures, suspensions or attached import controls. Timber due diligence and construction-product obligations still need attention.

Confirm the commodity code from the actual board specification, including thickness, density and surface finish. Use the MDF and fibreboard guide for the wider heading.

Specify the board and its fire evidence

Specify the intended lining or joinery use, sheet dimensions, thickness, density, surface finish, moisture performance and formaldehyde class. Describe whether the fire-retardant treatment is incorporated into the board or applied to its surface. Request the full fire test and classification reports identifying the manufacturer and exact board grade. Compare the tested thickness, finish, substrate, joints and fixings with the proposed installation.

For construction panels, confirm with the relevant authority whether a declaration of performance and UKCA or CE marking are required, including any required declarations of reaction to fire and formaldehyde class. Obtain the applicable declaration and marking information. CE marking remains available for construction products placed on the Great Britain market. For projects in England, official fire-safety guidance advises designers to agree the design intent and necessary evidence with building control before work starts. Arrange a test-evidence review before approving production.

Confirm with the relevant timber authority whether the fibreboard falls within the UK Timber Regulations and what timber due diligence is required of the business first placing it on the Great Britain market. Obtain the species, countries of harvest and supporting legality documents for the wood fibre, rather than relying on the factory's address in China.

Worked duty example

Illustrative example, not a quote: Illustrative shipment: one container of 18 mm raw fire-retardant MDF under 4411 14 10 00, invoiced at £14,000 free on board, with £2,600 of freight and insurance to the UK. The customs value is £16,600. Duty at 6% is £996. Import VAT at 20% is charged on the customs value plus duty, £17,596, so it is £3,519.20. Import taxes total £4,515.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £996 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity and documents: match bundle labels, manufacturer, grade and batch records to the ordered board and its fire-performance reports. Check construction marking and the declaration of performance against the same product.

Dimensions and core: measure thickness across sample sheets, check squareness and flatness, and inspect cut edges for a weak core, voids or crumbling. Compare density and internal-bond results with the agreed specification.

Treatment and finish: compare the supplied treatment and surface finish with the approved sample and report descriptions. Ask for clarification of substitutions; do not accept board colour as the fire-performance evidence.

Arrival condition: check moisture content, swollen edges, surface damage and warped sheets. Inspect wrapping, flat supports and edge protection, then store the sheets flat and covered.

What goes wrong

A generic fire certificate may identify a different board grade or leave the tested finish and installation unclear. Before accepting it, reconcile the report with the supplied sheet and the proposed coating, substrate and fixing arrangement. Keep the specification and supporting reports together so that later substitutions can be checked.

Fire paperwork does not resolve ordinary MDF defects. A soft core can crumble at screw holes, uneven thickness disrupts machining, and moisture problems can cause warping. Agree checks on the production batch and inspect the boards on arrival before cutting or installing them.

Frequently asked questions

What is the UK import duty on fire-retardant MDF from China?

The relevant heading 4411 MDF lines carry 6% duty in the snapshot read on 1 October 2026, with no anti-dumping or countervailing duty listed.

Does fire-retardant MDF need CE or UKCA marking?

Confirm with the relevant authority whether panels used in construction need a declaration of performance and UKCA or CE marking, including any required declarations of fire performance and formaldehyde class. CE marking remains available in Great Britain.

What fire report should I ask the Chinese factory for?

Ask for full test and classification reports identifying the exact manufacturer and board grade. Compare thickness, finish, substrate, joints and fixings with your proposed use.

Does fire-retardant MDF need timber due diligence?

Confirm with the relevant timber authority whether the fibreboard falls within the UK Timber Regulations and what obligations apply to the business first placing it on the Great Britain market. Assess timber legality using species, harvest origin and supporting documents.
