Duty and classification for wired audio intercoms

Heading 8517 covers telephone sets, communication apparatus and parts. Entry-phone systems have a specific line under 8517 69 20 00. Other audio communication apparatus, network conversion equipment and separately imported parts need assessment against their actual functions. The table presents possible classifications for different goods. For another product family within the wider heading, see video doorbells.

Read from the UK Trade Tariff on 8 December 2026, all supplied lines show 0% duty for goods from China. No anti-dumping or countervailing duty or suspension is listed. The selected table lines have no attached import controls. Import VAT is separate from customs duty.

Give your broker the wiring diagram, communication method, entry-control functions and kit contents. Confirm the code through finding your commodity code. Elsewhere in the heading, 8517 14 00 00 has a supplementary-unit import entry for certain wireless telephones; confirm the declaration requirement with your broker if importing goods classified there.

Specify the wiring and door-release interface

Specify the outdoor panel, indoor handset or speaker unit, power supply, cable arrangement and intended cable run. Agree terminal functions, polarity, extension compatibility and how calls reach the intended room. State whether door release uses a contact output or supplies power, and match it to the intended lock. Approve a complete working installation sample.

For sale in Great Britain, check the manufacturer's electromagnetic-compatibility conformity assessment and importer identification. For hazardous-substance compliance, confirm manufacturer compliance and retain the declaration of conformity. Match documents to the actual system and supplied adaptor. Ask for electrical-safety evidence covering the complete kit.

Individual products must show the importer's name or trademark and a contactable address on the product or packaging. Commercial importers supplying electrical equipment to the UK market should confirm with the relevant authority their producer responsibilities, any annual registration requirement and how the producer definition applies when importing solely for their own use.

Worked duty example

Illustrative example, not a quote: Illustrative trial batch of boxed wired audio entry-phone kits under 8517 69 20 00, invoiced at £2,000 free on board, with £1,000 of freight and insurance to the UK. The customs value is £3,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,000, so it is £600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Speech: check calling, ringing and intelligible audio in both directions with the intended cable arrangement; listen for hum, echo and feedback.

Door release: check the output against the approved lock interface, operation during a call and behaviour after power loss and restoration.

Assembly: compare terminal labels, handset cords, panel fixings, power supplies and accessories with the approved sample and packing list.

Documents: match model identifiers to declarations and reports; check the wiring diagram and installation instructions against delivered hardware. Agree acceptance checks through quality inspection.

What goes wrong

A short bench cable can hide poor speech or unreliable ringing over the intended installation run. Similar-looking handsets may use incompatible wiring. Test the complete proposed configuration, including extensions, before approving substitutions.

A door-release output can be incompatible with the chosen lock even when speech works. Missing power supplies, changed terminal layouts and unclear wiring diagrams also delay installation. Record the approved connections and supplied accessories in the purchase specification.
