Zero duty on uncoated watermarked paper

Heading 4802 covers uncoated paper for writing, printing and other graphic purposes, including blank watermarked security paper supplied in rolls or rectangular sheets. The selected lines have no mechanical or chemi-mechanical fibres, or no more than 10% of those fibres by total fibre weight. A watermark does not by itself identify the commodity line.

Read from the UK Trade Tariff on 1 October 2026, all supplied lines carried 0% duty for goods from China. The supplied data lists no anti-dumping or countervailing duties, suspensions or attached import controls. Timber due diligence remains relevant to wood-pulp paper despite the empty tariff control fields.

Confirm the commodity code using fibre composition, grammage, coating and delivery format. For other cut sheets under 4802 56 80 00, one side must not exceed 435 mm and the other must not exceed 297 mm when unfolded. See the copier and printing paper guide for the wider heading.

Specify the watermark and paper together

State whether you need a watermark formed within the paper or a surface-applied simulated mark. Approve physical samples viewed against light, with artwork, orientation, repeat pattern and position relative to the cut edges agreed. For certificates, check that the watermark sits correctly behind the intended printed layout.

Specify fibre mix, grammage, thickness, shade, opacity, moisture and grain direction. Run samples through the intended printer and finishing process. Agree any security fibres or chemical reactions separately, with a test method and acceptance sample. Set contractual instructions for watermark tooling, rejected sheets and unused stock.

For wood-pulp stock, confirm with the relevant authority whether timber due diligence applies when you first place the paper on the Great Britain market. Obtain pulp source, species and country-of-harvest documentation before shipment. If you trade covered paper already placed on that market, keep records of suppliers and trade customers.

Worked duty example

Illustrative example, not a quote: Illustrative order: 60 boxes of blank watermarked security sheets under 4802 56 20 00, invoiced at £4,800 free on board, with £300 of freight and insurance to the UK. The customs value is £5,100. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,100, so it is £1,020. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Watermark: compare sheets from different packs against the approved sample under transmitted light; check detail, contrast, orientation and position.

Paper: check grammage, thickness, shade, opacity and grain direction; inspect for pinholes, embedded dirt and uneven formation.

Printing: test feeding, curl, ink or toner adhesion and finishing on the intended equipment using production samples.

Delivery: count sampled packs, check cut dimensions, moisture damage and batch identification, and match fibre documents to the shipment. Use the inspection guide to brief the inspector.

What goes wrong

A supplier may deliver a surface simulation when the buyer expected a watermark formed in the sheet. Weak detail, inconsistent contrast or cutting in the wrong position can make the stock unsuitable for the intended document. Approving artwork alone leaves these faults unresolved.

Paper can look correct against light but curl, shed dust or print poorly. Damp packs and mixed batches make the problem harder to trace. Retain approved physical samples and compare arrival stock before releasing it for printing; resolve missing fibre-source records before shipment.
