Zero duty on watercolour paper
Heading 4802 covers uncoated paper for graphic purposes in rolls or rectangular sheets, and handmade paper. For watercolour paper, distinguish handmade stock from machine-made sheets and rolls, then check grammage and mechanical or chemi-mechanical fibre content. The table gives candidate lines, rather than a classification based solely on the name on the wrapper.
Read from the UK Trade Tariff on 6 November 2026, all relevant lines carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duties, suspensions or attached import controls. Import VAT is normally 20%. Virgin wood-pulp paper remains subject to timber-source due diligence in Great Britain.
Confirm the commodity code using the mill's fibre specification, grammage, manufacturing method and supplied format. Describe binding, glued edges or other finishing to your broker when ordering pads or blocks. For the wider heading, see copier and printing paper.

Specify fibre, sizing and painting performance
State cotton and wood-pulp proportions, grammage, sheet dimensions, shade and whether the surface is smooth, moderately textured or rough. Specify internal and surface sizing, the intended painting face and whether stock is handmade or machine-made. Ask for supporting test results for acid-free or archival claims.
Approve a retained sample using the paints and brushes your customers use. Compare wash spread, pigment lifting, repeated wetting, erasing and surface abrasion after drying. Record acceptable cockling and whether stretching is expected. For virgin wood-pulp paper, obtain fibre species and origin documents for timber due diligence before shipment.
Watercolour paper sold as a consumer product in Great Britain must be safe in normal or reasonably foreseeable use. Assess the finished paper and its packaging alongside the painting trials.
Worked duty example
Illustrative example, not a quote: Illustrative mixed-size consignment of loose watercolour sheets for an art-materials shop; FOB and freight values are illustrative under 4802 58 90 00, invoiced at £4,800 free on board, with £3,000 of freight and insurance to the UK. The customs value is £7,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £7,800, so it is £1,560. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: compare fibre documentation, grammage, dimensions, shade and surface texture with the approved sample and purchase specification.
Painting: test washes, lifting and repeated wetting across sampled sheets; look for patchy absorption, excessive cockling and surface fibres lifting under the brush.
Finish: check cut edges, sheet count, stains, embedded specks and consistency between the intended painting faces.
Packing: check moisture protection, corner support, carton condition and batch identification on arrival. Use the inspection guide to organise checks before dispatch.

What goes wrong
An attractive dry sample can perform poorly when wet. Uneven sizing makes washes pool or sink into patches; weak surfaces fluff during lifting; changes in fibre mix alter absorption and strength. Keep the approved sample and repeat the same painting trial on production stock.
Damp packaging can leave sheets cockled, stained or mouldy, while compressed corners reduce usable sheet area. Separate damaged stock on arrival, photograph packaging and paper, and retain batch details. Missing fibre-source documents also leave virgin wood-pulp orders without the information needed for timber due diligence.
