Complete batteries and separately imported parts

Read from the UK Trade Tariff on 29 September 2026, heading 8507 covers electric accumulators and their separators. Other accumulators under 8507 80 00 90 carry 0% duty for goods from China; the selected parts lines carry 2%. No anti-dumping or countervailing duty is recorded on these lines. Treat the complete-battery code as a candidate pending confirmation of what the shipment contains.

The complete-battery line has no suspension. The selected separator and other-parts lines show narrowly described suspensions, not a general exemption for flow battery components. The supplied other-parts suspension notes include an apparently unrelated description: ask your customs broker to verify the live measure rather than claiming relief. Mercury import and export controls are attached to the complete-battery line; export controls also appear on the parts lines. Confirm applicable declarations with your broker and obtain a written mercury-content statement.

Classify the battery, separately supplied electrolyte and auxiliary equipment from their actual specifications rather than applying the battery code to everything. Confirm the commodity code. Specify the stack, electrolyte and delivered output

Define usable energy, continuous output, discharge conditions and ambient temperature. State whether performance is measured at the stack or at the delivered electrical output after pumps and conversion losses. Specify electrolyte composition, quantity, batch analysis, membrane material, tank construction, seals and replacement pump availability.

Agree whether electrolyte ships separately or inside the system. Obtain its safety data sheet and review chemical import responsibilities separately. Under UK REACH, substances in a mixture require registration when aggregated imports of a substance reach 1 tonne or more per year. Establish which party covers that responsibility before importing electrolyte.

For industrial batteries, confirm with the Office for Product Safety and Standards whether your UK business is the producer when first making them available on the market. Industrial battery producers must register with the Office for Product Safety and Standards within 28 days of first placing batteries on the market; confirm applicable reporting and waste battery take-back responsibilities with that authority. Include end-of-life arrangements in the purchase decision.

Worked duty example

Illustrative example, not a quote: Illustrative replacement accumulator parts order for a vanadium flow battery installer under 8507 90 80 90, invoiced at £12,000 free on board, with £600 of freight and insurance to the UK. The customs value is £12,600. Duty at 2% is £252. Import VAT at 20% is charged on the customs value plus duty, £12,852, so it is £2,570.40. Import taxes total £2,822.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £252 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Electrolyte: match batch analysis and container labels to the agreed composition; inspect for leakage, damaged closures and contamination.

Wet circuit: inspect tanks, pipe joints, seals and containment; witness circulation and leak tests using the agreed procedure.

Performance: witness discharge under agreed conditions and record delivered energy, pump consumption and temperature alongside stack output.

Traceability: match stack, controller and pump models to the approved specification; check the crossed-out wheeled bin marking and operating instructions. Arrange quality inspection around these checks.

What goes wrong

A stack-only performance figure can overstate what the buyer receives after pumps and conversion losses. An unsuitable membrane, contaminated electrolyte or leaking seal can undermine the agreed output. Make acceptance depend on recorded tests of the supplied configuration, including its auxiliary equipment.

A shipment described simply as a battery may contain separately supplied chemicals, pumps and conversion equipment. A generic battery certificate does not establish the suitability of that combination. Freeze the component list, agree commissioning support and identify who supplies replacement membranes, seals and pumps.
