Sourcing steel chemical tanks from China

Unequipped steel chemical-storage tanks over 300 litres from China carry 0% UK duty across the relevant lines. Heading 7309 requires no mechanical or thermal equipment; specify chemical compatibility and check pressure rules before ordering. Zero duty on unequipped chemical-storage tanks

Read from the UK Trade Tariff on 1 October 2026, heading 7309 covers iron or steel reservoirs, tanks, vats and similar containers exceeding 300 litres, whether lined or heat-insulated, without mechanical or thermal equipment. This guide concerns empty chemical-storage tanks for liquids and solid chemicals. Containers for compressed or liquefied gas are excluded.

The selected lines carry 0% duty on goods from China. The supplied tariff record lists no anti-dumping or countervailing duties, suspensions, steel measure or import controls on these lines. Lining or heat insulation determines the liquid-storage branch; otherwise capacity determines the liquid code. Confirm the commodity code, and see the wider steel tank guide.

Confirm with HMRC or your customs broker whether these heading 7309 lines fall within the iron and steel scope of the UK carbon border adjustment mechanism for imports from 1 January 2027. Ask the fabricator for emissions data when planning future shipments. See the UK carbon border adjustment guide.

Specify the chemical, lining and operating conditions

Give the fabricator the chemical identity, concentration, temperature range and intended cleaning chemicals. Agree steel grade, corrosion allowance, plate thickness, lining material and curing procedure against those conditions. Specify working capacity, support loads, nozzle positions, flange details, access openings, drainage and vent connections on an approved drawing. Ask for compatibility evidence covering the lining, welds and gaskets, rather than accepting a general claim of chemical resistance.

Record maximum allowable pressure and vacuum conditions. Confirm with the relevant authority whether the Pressure Equipment (Safety) Regulations 2016 apply, including how the 0.5 bar threshold and any exclusions affect the tank. Atmospheric storage tanks still need an agreed design basis; confirm their regulatory position too. For pressure equipment, ask the relevant authority to confirm the classification, conformity assessment and marking route; do not treat a supplier's CE certificate as a complete purchasing specification.

Where dangerous substances create workplace risks, employers must assess those risks before work and eliminate or reduce them as far as reasonably practicable under the Dangerous Substances and Explosive Atmospheres Regulations. This includes risks from substances corrosive to metals. Have the intended operator review the storage arrangement before approving fabrication, including containment, ventilation and separation of incompatible chemicals.

Worked duty example

Illustrative example, not a quote: Illustrative order: four 20,000-litre unlined, uninsulated stainless steel chemical-storage tanks under 7309 00 59 00, invoiced at £60,000 free on board, with £8,000 of freight and insurance to the UK. The customs value is £68,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £68,000, so it is £13,600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Materials: match plate certificates to the tank and drawing, verify steel grade and measure plate thickness. Check that gaskets and lining match the approved chemical-compatibility specification.

Welds and tightness: inspect seams and nozzle welds, review the agreed non-destructive examination records, and witness the specified leak test. Agree the test medium and drying method to avoid contamination.

Lining and finish: check coverage around welds, nozzles and access openings, coating thickness against the specification, curing records and the agreed checks for pinholes or poor adhesion.

Arrival condition: inspect dents, supports, lifting points, nozzle alignment and transport bracing. Check inside for moisture, residue and lining damage before accepting the tank for installation.

What goes wrong

A tank can pass a water leak test yet have a lining unsuitable for the intended chemical. Substituted steel, thin plate, porous welds and poorly covered nozzle interiors cause rejection or early deterioration. Require approval before material substitutions and keep inspection records linked to each tank.

Missing vent details, misplaced connections or damaged supports can make the delivered tank unsuitable for the site. Adding a mixer or heating or cooling equipment also changes the classification question. Resolve the final equipment list and installation drawing before the supplier packs the tank.

Frequently asked questions

What is the UK import duty on chemical-storage tanks from China?

The relevant heading 7309 lines carry 0% duty, with no anti-dumping or countervailing duty listed in the supplied tariff record. They cover containers over 300 litres without mechanical or thermal equipment.

Do chemical-storage tanks need CE or UKCA marking?

Confirm with the relevant authority how the 0.5 bar threshold and any exclusions affect your tank, and which classification, conformity assessment and marking route applies. Ask specifically about the regulatory position of atmospheric storage tanks.

What should I specify for a chemical-resistant lining?

Specify the chemical, concentration, temperature and cleaning regime, then agree lining material, thickness, curing and inspection. Ask for compatibility evidence for the lining and gaskets under those conditions.

Are tanks with mixers or heating jackets covered by heading 7309?

Heading 7309 excludes mechanical or thermal equipment. Tanks fitted with mixers or heating or cooling jackets require a machinery classification check. Confirm the complete assembly before ordering.
