Steel storage tanks and vats from China

Reservoirs, tanks, vats and similar containers of iron or steel over 300 litres from China, whether for liquids, gases or solids, lined or insulated, pay 0% UK duty with no anti-dumping duty, and the steel measure carried no condition on these lines. Zero duty on tanks over 300 litres

Read from the UK Trade Tariff on 26 September 2026, reservoirs, tanks, vats and similar containers of iron or steel of a capacity exceeding 300 litres, without mechanical or thermal equipment, for gases other than compressed or liquefied gas, for liquids whether lined, insulated or plain, and for solids, carried 0% duty on goods from China, with no anti-dumping measure. None of the lines checked carried the condition of the 2026 steel measure.

Containers for compressed or liquefied gas are in heading 7311, smaller containers in 7310, and tanks with agitators, heating or cooling jackets are machinery in chapter 84, so the equipment fitted decides the code. Confirm the commodity code. Our stainless sheet guide covers the material.

Pressure, fuel and food rules

A vessel designed for a maximum allowable pressure above 0.5 bar falls under the Pressure Equipment (Safety) Regulations 2016, with conformity assessment by category, UKCA or CE marking and a declaration of conformity; atmospheric storage tanks sit outside those regulations but still need a design basis. Above-ground steel tanks for flammable liquids are commonly built to BS EN 12285-2, and larger welded storage tanks to API 650.

Tanks for food, beverages or potable water must not transfer substances to the contents under the framework Regulation 1935/2004, so specify the stainless grade, internal surface finish, welding and passivation, and ask for the material certificates for the plate. Large tanks usually ship as a single out-of-gauge unit or as sections for site welding, which changes the freight method and cost.

Worked duty example

Suppose, purely for illustration, you import four 20,000-litre stainless steel storage tanks under 7309 00 59 00. At £60,000 free on board and £8,000 to ship and insure, the customs value is £68,000. With 0% duty on storage tanks, the only charge is import VAT: 20% of £68,000, or £13,600. VAT-registered businesses usually recover that in their next return. Tanks fitted with mechanical or thermal equipment, such as jacketed fermenters with cooling or mixers, are classified as machinery in chapter 84 instead, and the 2026 steel measure carried no condition on the 7309 lines checked. What goes wrong

Tanks fail at the welds and the finish. Porosity, lack of fusion or undercut in the welds leaks under test or in service, plate thickness is below the drawing, a 304 order arrives in 201 stainless, welds are left unpickled so they rust, and nozzles, manways and ladders are misplaced. Tanks are dented in transit because lifting points and saddles were not designed for the journey.

Check plate grade with a handheld XRF analyser and thickness with an ultrasonic gauge, inspect welds visually against the quality level agreed under ISO 5817 and radiograph or dye-penetrant test critical seams, hydrostatic or leak-test each tank, check internal finish against the specification, verify nozzle positions against the drawing, and inspect lifting, saddles and transport bracing before shipment.
